DWP / RIGHT OF WAYS / LOS ANGELES RIVER

Motion - The Department of Water and Power owns property and easements throughout the City that are necessary to accommodate the Department's network of electrical lines, water conduits, and other infrastructure. Such DWP infrastructure often cuts through the City by following the routes established by roads and the Los Angeles River. As the City looks to restoring the Los Angeles River, issues related to the maintenance of the property and infrastructure located near the river become important. Clarity about the responsibility for maintenance of rights-of-way along the river, as well as DWP infrastructure in this area will be necessary to maintaining any investments and improvements along the River. THEREFORE MOVE that the City Council request the Department of Water and Power (DWP) to report back to Council on the DWP's system for maintaining their right of ways along the Los Angeles River and specifically along the East side of the Los Angeles River in Council District #13. Such a report should include a discussion of the following: 1) the DWP's policies and procedures relative to maintaining DWP-owned property in this area; 2) the DWP's policies and procedures relative to maintaining DWP easements in this area; and 3) the DWP's policies and procedures relative to maintaining DWP infrastructure, such as water conduits, and for addressing graffiti, homeless encampments, or other issues related to this infrastructure.
