GABRIEL GARCIA MARQUEZ STREET / VIA STEPHANIE / NAME CHANGE

Motion - Clarence Street in Boyle Heights runs north and south from Sunrise Road to Mission Road through three federal housing projects in Boyle Heights. Gang members, sometime in the past, formed a gang using Clarence Street as their name. In October 2000 a fifth grade student - Stephanie Raygoza - was killed while playing on Clarence Street. The community has asked that we rename Clarence Street in honor of Stephanie and to retake ownership of the street from the gang members. Furthermore, the Pico Aliso community located north of First Street is currently building new rental units and single family housing. With the rebuilding of these units the community hopes for a new and fresh start. In that spirit, Clarence Street north of First Street should be named after one of the greatest writers in the world - Gabriel Garcia Marquez. Gabriel Garcia Marquez is a Colombian-born writer of astonishing skill, thought by many to be one of the world's greatest living authors. A resident of Mexico City, he is considered one of the pioneers of the Latin American "boom," and was awarded the Nobel Prize in Literature in 1982. To read his work is to enter a world that is both enchanting in its beauty and haunting in its dreamy familiarity. The world of Garcia's fiction is a magical realm where the strange and exotic can suddenly become comfortably familiar, and the whole concept of an objective reality is put in question. Here, the borders between life and death swirl together in a gentle and mysterious twilight, and - if we allow it to possess us - love can strike flaming miracles from the ashes of our soul. We will also be working with Utah Street School to promote literacy and take advantage of the new Gabriel Garcia Marquez Street, that wraps around the school. THEREFORE MOVE that in accordance with Section 19.1 of the Los Angeles Administrative Code, Clarence Street, between Mission Road to First Street be renamed Gabriel Garcia Marquez Street and between First Street and Sunrise Road be renamed Via Stephanie. FURTHER MOVE that the City Engineer be requested to prepare and present to the City Council an ordinance to accomplish the name change.

2-14-03 - This days Council session - Motion - Pacheco Mover 2003 / Perry - On January 29, 2003, the City Council approved the renaming of Clarence Street in Boyle Heights (Council File No. 02-2711). Pico Aliso community located north of First Street in currently building new rental units and single family housing. With the rebuilding of these units the community hopes for a new and fresh start. The Bureau of Engineering is currently working on this renaming. Since then it has been realized that in order to ensure continuity in the name change, the renaming of Kearney Street is also necessary. Clarence Street runs north up to Kearney, but does not run to Highway 101. The renaming of Kearney is necessary in order to achieve the goal of revitalization of the area.
THEREFORE MOVE that Council File No. 02-2711 be amended to include the renaming of Kearney Street, between Clarence Street and Mission Road, to be named as Gabriel Garcia Marquez Street in accordance with Section 19.1 of the Los Angeles Administrative Code.
FURTHER MOVE that the City Engineer be requested to prepare and present to the City Council an ordinance to accomplish the name change.
