GLENDALE-HYPERION BRIDGE IMPROVEMENT PROJECT

Motion - As part of the environmental mitigation for the Glendale-Hyperion Bridge Improvement Project, the City of Los Angeles is proposing to convert an open space adjacent to the Interstate 5 (1-5) northbound off-ramp at Glendale Boulevard into a recreational area. The scope of the improvement to the Glendale-Hyperion Bridges includes seismic retrofit and widening of the bridges over Los Angeles River to provide sufficient curb-to-curb width. The original scope for the bridges included widening of the Hyperion Viaduct and Glendale Viaduct bridges by over 16 feet. This widening would have impacted existing green space in the median as well as the green space located on the southeast corner. During the preparation of the environmental documentation process, the Bureau of Engineering in consultation with council representatives held five community meetings. As a result of these meetings, the project scope was revised not only to save these green spaces but also to provide additional recreational area for the community. In order to find additional funding for the proposed mitigation, the Bureau of Engineering seeks to apply for the State of California's 2004-2005 ENVIRONMENTAL ENHANCEMENT MITIGATION PROGRAM (EEMP) grants. The grants do not require any matching costs, either cash or in-kind, from the City. THEREFORE MOVE that the City Council authorize the City Engineer or designee to sign and submit the grant application entitled "Glendale-Hyperion Bridge Improvement Project" to the Resources Agency of California, requesting $250,000 to save green space and provide additional recreational area for the community. FURTHER MOVE that the City Council adopt the accompanying RESOLUTION, required by the granting agency, that authorizes the submission of a proposal for 2004-2005 EEMP grants to the State Resources Agency of California.
