BILATERAL SAFETY CORRIDOR COALITION / HUMAN TRAFFICKING

Motion - It is estimated that every 10 minutes, a woman or child is trafficked into the United States for forced labor and that 50,000 women and children are trafficked into the United States annually. Los Angeles has become one of the largest points of transit for trafficked women in the world. The Central Intelligence Agency (CIA) reports that over 10,000 are trafficked into Los Angeles every year. Human trafficking is a complex issue where in many cases authorities identify multiple violations: illegal immigration, prostitution, smuggling, and kidnapping, overshadowing the most egregious crimes of rape and sexual abuse. The Commission on the Status of Women has been designated as the lead agency in the City of Los Angeles to assist in the effort to reduce human trafficking and assure that victims are provided appropriate resources. The Bilateral Safety Corridor Coalition (BSCC), established in 1997, is a non-profit organization based in San Diego and provides comprehensive services to victims of human trafficking in the San Diego-Tijuana metropolitan area. The Southern California "Unity" Coalition headed by BSCC will subcontract with the Commission on the Status of Women and the Orange County Human Trafficking Task Force to provide a comprehensive community response to human trafficking within the Southern California area. Given the complexity and geographic extent of human trafficking, the BSCC, the Orange County Human Trafficking Task Force, and the Los Angeles Commission on the Status of Women will consolidate the southern region of California, which includes San Diego, Orange County and Los Angeles County, and unite the 3 established coalition's efforts into a single Southern California Regional Coalition. THEREFORE MOVE that Council takes the following actions, subject to the Mayor's approval: 1. Authorize the Executive Director, Commission on the Status of Women, or her designee to execute and administer a grant agreement for $200,000 from Federal Department of Health and Human Services, Office of Refugee Resettlement. The grant is to support the City's efforts on reducing human trafficking and Southern California Regional Coalition. 2. Authorize the Executive Director, Commission on the Status of Women, or her designee to execute the Memorandum of Understanding between Commission on the Status of Women and the Bilateral Safety Corridor Coalition (BSCC) to provide the City comprehensive community services in response to human trafficking from September 30, 2006 to October 1, 2007, not to exceed $200,000 subject to review by City Attorney for form and legality. 3. Authorize the Controller to establish a fund entitled Commission on the Status of Women Grant Fund to record the receipts and disbursements of the above or similar grants administered by Commission on the Status of Women. *4. Appropriate the $200,000 Federal Department Health and Human Services grant in the newly established Commission on the Status of Women Grant Fund and authorize the Executive Director or her designee to expend from the following: Account Title Amount A120 Commission on the Status of Women $42,846 A201 Contractual Services $125,000 A202 Travel $5,000 A203 Office and Administrative Supplies $24,000 A299 Related Costs $3,154 Total $200,000 *5. Authorize the Controller to transfer funds from the new fund Account A120 in the amount of $42,846 to the General Fund, and appropriate to General Fund 100 Department 20 Commission on the Status of Women Account 1010 Salary - General. The transfer should be made upon receipts of the grant funds. *6. Authorize the Executive Director, Commission on the Status of Women to prepare Controller instructions and make any necessary technical adjustments consistent with the Mayor and Council actions on this approved project, subject to the approval of the CAO and authorize the Controller to implement those instructions.

INSTRUCT the City Administrative Officer, the Commission on the Status of Women, the Personnel Department, and the Los Angeles Police Department Metropolitan Task Force to report to the Personnel and Budget and Finance Committees on the proper authorities for the staff positions requested for the grant, the fiscal impact of authorizing the position(s), and administering the grant.
3. DELETE Recommendations Nos. 4, 5 and 6.

1. AUTHORIZE the Controller to:
a. Establish a receivable of $200,000 from the U.S. Department of Health and Human Services, Office of Refugee Resettlement, within the Commission on the Status of Women Grant Fund No. 49K, (Fund) for payments received associated with the Commission on the Status of Women's contract with the Bilateral Safety Corridor Coalition.
b. Appropriate the $200,000 within this Fund to the following accounts:

2. AUTHORIZE the Controller to expend the funds upon the proper presentation of documentation and proper demand of the Executive Director, Commission on the Status of Women, or designee.
3. AUTHORIZE the Executive Director, Commission on the Status of Women, or designee, to prepare Controller instructions and technical adjustments consistent with this action, subject to the approval of the City Administrative Officer, and INSTRUCT the Controller to implement these instructions.
4. INSTRUCT the Commission on the Status of Women to issue a Request for Proposals or conduct a similar formal, competitive selection process to determine the awardees for the funding available pursuant to its contract with the Bilateral Safety Corridor Coalition.
5. INSTRUCT the Commission on the Status of Women to fully comply with Executive Directive 3 and all other relevant City rules and policies for each subcontract it enters into pursuant to its contract with Bilateral Safety Corridor Coalition.
6. INSTRUCT the Commission on the Status of Women to ensure that its public outreach, media, education and training efforts related to human trafficking are consistent in message with those promoted by the Los Angeles Metropolitan Task Force on Human Trafficking.
7. RECEIVE and FILE the communication from the Commission on the Status of Women dated August 24, 2006 requesting a $49,000 transfer from the Unappropriated Balance to the Commission (Council file 06-0600-S51), inasmuch as the City Administrative Officer will monitor the Commission's Salaries - General Account and recommend any required transfer in its Year-End Financial Status Report.
8. RECEIVE and FILE the final report from the City of Los Angeles Human Trafficking and Child Prostitution Task Force dated March 4, 2005 (Council file 04-0786), inasmuch as efforts are underway to address the recommendations included in the report.
9. RECEIVE and FILE the Commission on the Status of Women's First Quarter Report on Human Trafficking dated September 18, 2006 (Council file 04-0786-S1), inasmuch as all of the recommendations included have been addressed in this report. (Budget and Finance Committee waived consideration of the above matter).
