Subject
Resolution - WHEREAS, any official position of the City of Los Angeles with respect to legislation, rules, regulations or policies proposed to or pending before a local, state or federal governmental body or agency must have first been adopted in the form of a Resolution by the City Council with the concurrence of the Mayor; and
WHEREAS, the California Energy Commission has determined that transportation represents 41% (41 percent) of total greenhouse gas emissions in California; and
WHEREAS, most automobile trips in urban areas are one mile or less, according to the federal government; and
WHEREAS, bicycling, walking and public transit use should be promoted more strongly by as many incentives as possible; and
WHEREAS, a California Blueprint for Bicycling and Walking released in 2001 set a goal of 50% (50 percent) increase in bicycle and walking trips by 2010, and that this can be achieved by land use and community planning; and
WHEREAS, AB 1358 (Leno) has been introduced to implement the Blueprint of 2001 by requiring the legislative body of each city and county, upon the revision of the circulation element of that jurisdiction's general plan, to revise the element to provide for the routine accommodation of all users of the highway and public transportation, defined to include motorists, pedestrians, bicyclists, children, individuals with disabilities, seniors and users of public transportation.
NOW, THEREFORE, BE IT RESOLVED, with the concurrence of the Mayor, that by the adoption of this Resolution, the City of Los Angeles hereby includes in its 2007-08 State Legislative Program SUPPORT of AB 1358 (Leno) which would require all local governments to revise their circulation elements in their general plans to accommodate all users of the roads, including bicyclists and walkers.
