Subject
Motion - That the City of Los Angeles hereby create a Los Angeles Census 2010 Complete Count Committee to develop, coordinate, and oversee the City's efforts, in cooperation with other governments, non-profits, service agencies, schools, churches and any other organization that may assist in counting all Angelenos, That this Committee be staffed by the City's Census 2010 Technical Committee, as formed by action of the City Council in January 2006, comprised of the Mayor, CLA, CAO, City Attorney, and all other City Departments and Bureaus, and That the CLA report back within 30 days on the implementation of the City's Census 2010 program and that the Technical Committee report back to Council on a regular basis, no less than once a year, with a status report.

10-23-07 - Council Action - Motion ADOPTED to approve Housing, Community and Economic Development Committee report recommendations:
1. REQUEST the Mayor to create an Office of the Census that will have responsibility for outreach and education programs related to the 2010 Census, to form and support the Los Angeles Complete Count Committee, and other activities related to Census 2010, to be headed by an executive director with the assistance of one project assistant and one clerk as described in the Fiscal Year (FY) 2007-2008 Adopted Budget.
2. APPROPRIATE $202,000 from the Unappropriated Balance, "Census 2010 Project" line item, to the Office of the Mayor, Department 46, Fund 100 as follows:

3. APPROPRIATE $45,000 from the Unappropriated Balance, "Census 2010 Project" line item, to the Office of the City Clerk, Department 14, Fund 100 as follows:

4. AUTHORIZE employment by resolution for one Management Aide, Class Code 1508, for the 2010 Census Project in the Office of the City Clerk for the period of October 15, 2007 through June 30, 2008.
5. DIRECT the Community Development Department (CDD) and the Chief Legislative Analyst (CLA), and REQUEST the Mayor to determine eligibility and identify Community Development Block Grant Funds (CDBG) to fund the development of a Census 2010 Outreach Plan and Programs.
6. ESTABLISH the City of Los Angeles Complete Count Committee to be an inclusive and broad coalition of members from community, education, health, non-profit, business, and government organizations, to be developed and led by a Steering Committee of nine members, with four appointed by the Mayor and five appointed by Council, representing education, health, religion, labor, community, and business organizations.
7. AUTHORIZE the Mayor to submit necessary forms that would allow the City to participate in the Local Update of Census Addresses Program, Statistical Areas Program, and other technical programs related to Census 2010.
8. DIRECT the Census Technical Committee, Office of the Census, and Complete Count Committee to jointly report back to Council at least every six months with information regarding the status of the City Census Program, and individually or jointly otherwise as needed.
9. DIRECT the Census Technical Committee, Office of the Census, and Complete Count Committee to focus and report on issues related to the provision of Census materials in multiple languages.
