DODGER SHUTTLE / PARKING RESTRICTIONS ALONG CESAR CHAVEZ / SUNSET / ELYSIAN PARK DRIVE

Motion - Traffic congestion in the City of Los Angeles is not limited to the freeways during commute hours, but also occurs when large public events occur. The ability of patrons to access concerts and sporting events is critical to the economic vitality of the City and the health of the region's tourism and entertainment industry. Transit can make a significant difference in providing people with mobility choices other than the single-occupant vehicle to get to and from their destinations. The City of Los Angeles Department of Transportation, the Los Angeles County Metropolitan Transportation Authority, the State Department of Transportation, and Metrolink have been working with the Los Angeles Dodgers to provide opportunities for Dodger fans to use transit to get to and from baseball games. The availability of a seamless transit alternative will allow fans to easily access dodger Stadium without their automobiles, thus reducing surrounding traffic congestion. Furthermore, transit options will reduce the need for fans to pay expensive parking fees. To this end, the Los Angeles Dodgers are launching a pilot "Dodger Shuttle Program" for the 2003 Dodger Baseball season. This program will provide Dodger Stadium patrons the opportunity to take a Dodger shuttle to and from Los Angeles Union Station on Opening Day (April 7, 2003) and all Friday night home games. In order to ensure the success of this pilot program, the aforementioned transportation agencies have recommended that during the operation of the shuttles the City establish a temporary "bus-only" lane on Cesar Chavez Boulevard/Sunset Boulevard, from Vignes to Elysian Park Drive and on Elysian Park Drive from Sunset Boulevard to Stadium Way to facilitate movement of the shuttles in this corridor. The success of this pilot program is of great importance to the City of Los Angeles in helping to alleviate local and regional traffic congestion, improving the quality of life in the neighborhoods surrounding Dodger Stadium and providing baseball fans with a mobility option when visiting Dodger games. THEREFORE MOVE that the City Council direct the Department of Transportation to provide the necessary parking restrictions along Cesar Chavez Boulevard/Sunset Boulevard and Elysian Park Drive, similar to those that exist along Figueroa Street, for the Dodger's Opening Day and subsequent Friday evening games during the 2003 baseball season. FURTHER MOVE that the Department of Transportation provide appropriate notification of these changes, as necessary.

With the recent cultural, sports, entertainment and recreation renaissance downtown, the ability of patrons, residents, employees, and visitors to access concerts, sporting and cultural events is critical to the economic vitality of the City and the health of the region's tourism and entertainment industry. Transit can make a significant difference in
providing people with mobility choices other than the single-occupant vehicle to get to
and from their destinations.
The City of Los Angeles Department of Transportation (LADOT), the Los Angeles. County Metropolitan Transportation Authority (LACMTA), the California State Transportation Department (Caltrans), the Los Angeles Police Department (LAPD), Metrolink, and other agencies worked successfully with the Los Angeles Dodgers during last year's 2003 season to launch the "Dodger Shuttle", a transit alternative for fans to easily access Dodger Stadium without their automobiles, thus reducing surrounding traffic congestion in the Downtown slot.
The Dodger Shuttle operated from Los Angeles Union Station on Opening Day and every Friday night home game last year. This "pilot program" is being improved this year due to the involvement and partnership of the Chinatown Business Improvement District to include direct Dodger Shuttle service to and from the Chinatown Gold Line Light Rail line station. The Los Angeles Dodgers and the Chinatown Business Improvement District fund the Dodger Shuttle operation.
In order to ensure the growth and success of this program, the aforementioned transportation and public agencies, along with the Los Angeles Dodgers and the Chinatown Business Improvement District, have recommended to continue last year's successful "Bus Only" lane in the center lane of Cesar Chavez / Sunset Boulevard and along Elysian Park Drive for Opening Day and each Friday night home game.
The continued and increased success of the Dodger Shuttle is of great importance to the City of Los Angeles in helping to alleviate local and regional traffic congestion, improving the quality of life in the neighborhoods and communities surrounding Dodger Stadium and providing baseball fans with transportation choices when visiting Dodger Stadium.
THEREFORE MOVE that the City Council direct Los Angeles Department of Transportation to provide the necessary parking restrictions along Cesar Chavez Boulevard / Sunset Boulevard and Elysian Park Drive to enable a center-lane "bus only" lane, and that said shall be provided for Dodger Opening Day and all subsequent Friday evening games during the 2004 baseball season.
Any incremental personnel and operational costs to Los Angeles Department of Transportation attributable to the implementation of the "center lane" and the shuttle program on Sunset Boulevard and Elysian Park Drive will be funded with Proposition A and/or Proposition C local funds, which are matched by the significant contribution made by the Los Angeles Dodgers and the Chinatown Business Improvement District in the contract operation of the shuttle program.
FURTHER MOVE that Los Angeles Department of Transportation ensure Opening Day operations for the shuttle is carefully coordinated with necessary enforcement agencies to ensure traffic flow along the aforementioned streets during Opening Day.
FURTHER MOVE that Los Angeles Department of Transportation provide appropriate notification of these changes, as necessary.
