EXPANDING THE SUMMER OF SUCCESS PROGRAM

Motion - The Summer of Success was a program launched by Councilman Ludlow to address youth violence during peak crime hours which were identified as Thursday night through Monday morning from 8:00 pm to 3:00 am. In the summers of 2003 and 2004, the Summer of Success program provided recreational and educational activities for youths in the Baldwin Village area, one of the most crime-ridden areas of the Tenth Council District. In 2003, the area experienced a 14% reduction in Part I crimes, with a 20% reduction in aggravated assaults. Due to the success of this program in the Tenth Council District, it would be beneficial for the City to explore the possibility of expanding the Summer of Success Program to concentrated high crime areas throughout the City. THEREFORE MOVE that the City Council INSTRUCT the Los Angeles Police Department, with assistance from the Community Development Department, the Department of Recreation and Parks, and the Board of Public Works, to report back to the Council within 60 days on the feasibility of expanding the Summer of Success Program to concentrated high crime areas throughout the City.
