Motion - THEREFORE MOVE that the City Council approve the grant proposals for the "Operation Alcoholic Beverage Control (ABC) South Bureau" and "Operation Alcoholic Beverage Control (ABC) Valley Bureau", in the amount of $100,000 each for the period January 1, 1996 thru December 31, 1996, and authorize the Chief of Police to execute the proposals on behalf of the City. FURTHER MOVE that the City Council adopt the Resolution authorizing the Chief of Police to execute the grant proposals and to submit the proposals to Alcoholic Beverage Control (ABC). THEREFORE MOVE that Council, subject to the approval of the Mayor, resolve that employment authority be continued for one position of Sergeant II, Code 2227-2, as the Operation Alcoholic Beverage Control (ABC) Task Force Program Coordinator for the period January 1, thru June 30, 1997, to avoid disrupting the program until such time as information is available regarding continued grant funding from the State for the Operation ABC Task Force.
FURTHER MOVE that Council, subject to the approval of the Mayor:
1. Accept additional Program Year 1 grant funds from the California Department of Alcoholic Beverage Control (ABC) in the amount of $4,000 and amend Los Angeles Police Department's (LAPD's) Operation Alcoholic Beverage Control Contract 95G-LA10 to increase the maximum payable under the Program Year (PY) 1 contract of $104,000.
2. Approve the transfer of $3,350 from the Reserve Fund to the Unappropriated Balance and appropriate a like amt therefrom to General Fund 100, Department 70 (Police), Overtime Police Officers Account No. 1092, to be reimbursed to the Reserve Fund upon receipt of grant funds from the California Department of Alcoholic Beverage Control (ABC).
FURTHER MOVE that Council include in its 1997/1998 Legislative Prog sponsorship and/or support for State legislation or administration action that would expand and permanently fund Operation Alcoholic Beverage Control (ABC) for local law enforcement agencies through the California Department of Alcoholic Beverage Control, in as much as the program reaps great financial benefit to the State in addition to its positive social and environmental benefits at the local level.

2-7-97 - This day's Council session - Motion - Alarcon Mover 1997 / Walters - THEREFORE MOVE that Council, subject to approval of the Mayor, resolve that employment authority is approved for one additional position of Police Sergeant II (Code 2227-2) for the Police Department for the period March 1. 1997 thru June 30, 1997 to expand the Operation Alcoholic Beverage Control (ABC) Program citywide.
FURTHER MOVE that the Chief of Police be directed to submit a supplemental budget req to permanently fund the Operation Alcoholic Beverage Control (ABC) program citywide.
FURTHER MOVE that the Mayor be requested to fund a citywide Operation Alcoholic Beverage Control (ABC) program in his 1997-1998 Proposed Budget.

3-26-99 - This day's Council session - Motion - Ridley-Thomas Mover 1999 / Chick - The California Department of Alcoholic Beverage Control (ABC) has released a Request for Proposal for the fourth year of the Grant Assistance to Local Law Enforcement Agencies (GALE) Project. For the last three years, the City of Los Angeles applied for and was awarded GALE grants of $100,000 each year to help curtail illegal activities relating to alcohol abuse, including the sale of alcohol to minors. In 1997, Operation ABC, which originally targeted Foothill Area (Valley Bureau) and 77th Street (South Bureau), expanded to provide technical assistance to Vice Units throughout the City. In 1998, the Program expanded further and was anchored in one Area in each of the four Bureaus, as well as providing City-wide training and assistance with Task Force operations to address disorderly liquor outlets. Innovative enforcement and training programs have allowed Operation Alcoholic Beverage Control (ABC) to reduce service to minors and inebriated patrons, to reduce crime associated with disorderly outlets, and to improve the quality of life in neighborhoods proximate to the City's problem establishments.
THEREFORE MOVE that the City Council, subject to the approval of the Mayor, approve the grant application for Operation Alcoholic Beverage Control (ABC) Los Angeles in the amount of $100,000 for the period July 1, 1999 to June 30, 2000, and authorize the Chief of Police to execute forthwith the application on behalf of the City.
