6-23-00 - This days Council session - Communication from Ad Hoc Comt on L.A. Sports & Entertainment District Master Plan to:
1. APPOINT, as lead, the Chief Legislative Analyst (CLA), the City Administrative Officer (CAO), and the City Attorney to the City Negotiating Team to lead negotiations with the L.A. Arena Land Company regarding the Sports and Entertainment District Master Plan and to receive input from various other City Departments and outside agencies as needed.
2. ESTABLISH the following Working Groups as described in the attached CAO-CLA report dated June 12, 2000: Initial Project Review Team, Environmental Clearance and Entitlement Processing Team, Convention Center Hotel Development Team, and the Los Convention Center (LACC) Expansion Team.
3. INSTRUCT the Negotiating team, with the assistance of the Working Groups as needed, to report back on the results of the preliminary analysis of the Sports and Entertainment District Master Plan and with recommendations for future activities.
4. AUTHORIZE the Planning Department, the Department of Transportation, and any other impacted City Department to negotiate and execute a Memorandum of Understanding (MOU) with the developers of the Sports and Entertainment District Master Plan for work related to the Environmental Impact Report (EIR).
5. SUBMITS WITHOUT RECOMMENDATION, pending further discussion between the City and the L.A. Arena Land Company and report back to Council, the recommendation of the CAO and CLA in their June 12, 2000 report to:
AUTHORIZE the CLA to select, negotiate, and execute a contract with a hotel feasibility consultant; costs for which to be split between the CLA and the Los Angeles Visitors and Convention Bureau (LAVCB).

6-28-00 - Motion - Feuer Mover 2000 / Hernandez - ADOPTED - On June 20, 2000, the Ad Hoc Comt on the Sports and Entertainment District Master Plan considered a rept from the CAO and CLA relative to initial actions for the review of the proposed Master Plan. The Commmittee sent forward the report recommending several actions. However, the Comt sent forward without recommendation the proposal for hiring a hotel consultant, the costs for which would be split between the CLA and the Los Angeles Visitors and Convention Bureau (LAVCB), with a request that staff enter into discussions with the developer relative to sharing the cost of the consultant.
Subsequent to the June 20 meeting, the CLA had discussions with the developers. the developer, the CLA and the LAVCB now propose that the cost of the hotel consultant (not-to-exceed amount of $100,000) would be split three ways, between the developer, CLA and LAVCB. The maximum fiscal impact on each party would be $33,333.
THEREFORE MOVE that the Council authorize the CLA to select, negotiate and execute a contract with a hotel feasibility consultant, with a not-to-exceed amount of $100,000, and instruct that the costs shall be shared equally between the developer, CLA and LAVCB.

9-4-01 - Planning and Land Use Management Committee report ADOPTED *AS AMENDED (see attached motions) to:
1. CERTIFY that the Environmental Impact Report (EIR No. 2000-3577; State Clearing House No. 2000091046) has been completed in compliance with the California Environmental Quality Act, the State Guidelines and the City Guidelines and that the City Council has reviewed the information contained therein and considered it along with other factors related to this project; that this determination reflects the independent judgment of the lead agency, City of Los Angeles; and that the documents constituting the record of proceedings in this matter are located in Council file No. 00-0813 in the custody of the City Clerk and in the files of the Department of City Planning in the custody of the Environmental Review Section; and ADOPT the Environmental Impact Report.
2. ADOPT the FINDINGS made pursuant to and in accordance with Section 21081 of the Public Resources Code and the Statement of Overriding Considerations prepared by the City Planning Department.
3. ADOPT the FINDINGS of the City Planning Commission as the Findings of Council as well as environmental findings and a Mitigation Monitoring and Reporting Program.
4. ADOPT the FINDINGS of the Director of City Planning dated August 30, 2001, and the Development Agreement Findings as attached to the report from City Attorney.
5. ADOPT the accompanying RESOLUTION as recommended by the City Planning Commission, amending the Central City Community Plan. CPC 2000-5433 DA/GPA/SPE/ZC/CA
6. PRESENT and ADOPT the accompanying ORDINANCE, approved by the Director of Planning, establishing a Los Angeles Sports and Entertainment District Specific Plan, as attached to the report from the City Attorney.
7. PRESENT and ADOPT the accompanying ORDINANCE, amending the Los Angeles Municipal Code Sections 12.04 and 12.16.3, as attached to the report from the City Attorney.
8. PRESENT and ADOPT the accompanying ORDINANCE, changing the Zoning on the property contained in the Specific Plan area, as attached to the report from the City Attorney.
9. ADOPT accompanying Development Agreement, as modified by the City Attorney in its August 31, 2001 report to Council, between the City and the Los Angeles Arena Land Company and Flower Holdings, L.L.C., to establish the Los Angeles Sports and Entertainment District zone.
10. PRESENT and ADOPT the accompanying ORDINANCE, authorizing the execution of a Development Agreement with the L.A. Arena Land Company, Inc. and Flower Holdings, LLC, with attached draft Development Agreement, as attached to the report from the City Attorney.
11. NOTE and FILE reports from the Chief Legislative Analyst (CLA) relative to the status of the Convention Hotel and the Los Angeles Convention and Exhibition Center expansion and a summary of the proposed major changes to the Specific Plan and Development Agreement.

9-4-01 - *Amending Motion - Garcetti Mover 2001 / Hahn - ADOPTED - HEREBY MOVE that Council AMEND the recommendations of the Planning and Land Use Management Committee regarding today's Council agenda Item No. 6 (Council File 00-0813) relative to the establishment of the Los Angeles Sports and Entertainment District Specific Plan, development agreement between the City of Los Angeles and the L.A. Arena Land Company, Inc., and Flower Holdings, LLC., as follows:
DIRECT the Chief Legislative Analyst and the City Administrative Officer to report relative to the feasibility and impact of dedicating a percentage of the tax increment of the entire Los Angeles Sports and Entertainment District after the deduction of maintenance costs as a dedicated funding source for the City's Housing Trust Fund.
