1. CERTIFY that the Environmental Impact Report (EIR No. 94-0212 GPF), has been completed in compliance with the California Environmental Quality Act, the State Guidelines and the City Guidelines and that the City Council has reviewed the information contained therein and considered it along with other factors related to this ordinance.
2. ADOPT FINDINGS of the Planning Commission as the FINDINGS of the Council.
3. ADOPT accompanying Resolution amending the Hollywood and Wilshire Community Plans as set forth in Subarea Map I (attached to file) of the General Plan.
4. PRESENT and ADOPT accompanying ORDINANCE establishing a Specific Plan for the Vermont/Western Station Neighborhood Area, which among other things, incorporates development standards and design guidelines into the Hollywood Community and Wilshire center/Korea Town Redevelopment Plans.
5 ADOPT the Statement of Overriding Considerations (attached to file) relative to the Vermont/Western SNAP and Specific Plan Ordinance.
6. DIRECT the Planning Department to:
a. Revise the Hollywood and Wilshire Community Plans in accordance with this action.
b. In consultation with the Department of Recreation and Parks and the Chief Legislative Analyst (CLA), to conduct a study of the impact on, the need for, and the benefit derived from open space and park land by commercial users within the Vermont/Western SNAP and to recommend an appropriate commercial fee for inclusion in the Vermont/Western SNAP and Specific Plan Ordinance, should such a fee be justified.
c. Initiate any zone and height district changes necessary to implement the SNAP with particular attention to properties in which the Plan's provisions may be *inconsistent with existing zones and height districts. *(Goldberg - Bernson)
d. Prepare recommendations for additional density bonus and parking requirement reductions for new commercial development to take advantage of Vermont/Western SNAP transit infrastructure.
7. AUTHORIZE Departments of Public Works and General Services to enter into negotiations regarding City-owned properties located between Madison and Virgil Boulevards on Santa Monica Boulevard for the purpose of developing these sites into a Primary Center, child care facility, and/or soccer field.
8. DIRECT and AUTHORIZE all City departments and agencies to consult and implement the Vermont/Western SNAP and Development Standards and Design Guidelines in the planning, programming, and delivery of City services - EIR CERTIFIED - Statement of Overriding Consideration - ADOPTED - Resol ADOPTED - Findings ADOPTED - Ord ADOPTED

WHEREAS, the City Council has created a Housing Crisis Task Force to address the housing shortage; and
WHEREAS, the City has approved some zoning ordinances that place fees on the construction of selected new housing developments in order to fund various projects; and
WHEREAS, it is important to ensure that these fees do not deprive the City of much needed housing stock.
THEREFORE MOVE that, upon approval by the Mayor, the City Planning Dept, working with the Los Angeles Housing Dept, review any fees imposed through zoning ordinances on the construction of new housing and determine whether the fees deter new housing development in the City.
FURTHER MOVE that if the City Planning Dept concludes that fees deter construction of new housing, it shall propose methods to mitigate the negative impacts - Referred to P&LUM Comt
