Motion - The Black Entertainment Television (BET) will host the "BET Annual Awards Show" on June 25, 2002. Council District Thirteen has received a request that the City provide certain services and declare this function a Special Event.
THEREFORE MOVE that the "BET Annual Awards Show" be declared a Special Event, with the understanding that the Event Sponsor will reimburse the City for all costs associated with this event, and the Event Sponsor be directed to meet all insurance requirements of the City.
FURTHER MOVE that pursuant to Ordinance No. 150567 relating to temporary street closures, the following streets be closed as indicated below, subject to the supervision of the Director of the Bureau of Street Services:
* North curb lane of Hollywood Boulevard, from Orange Avenue east, to mid-block crosswalk, be closed to vehicular traffic on Monday, June 24, 2002, from 8:00 am to 11:59 pm.
* North curb lane, and westbound lanes (1 and 2) of Hollywood Boulevard, be closed to vehicular traffic on June 25, 2002, from 12:01 am to 12:00 noon. (Traffic along Hollywood Boulevard will be re-directed to allow two (2) westbound lanes and one (1) eastbound lane of traffic on Hollywood Boulevard during these hours).
* Hollywood Boulevard be closed between La Brea and Highland on June 25, 2002, from 12:00 noon to 4:00 am on June 26, 2002.
* Pedestrian traffic on the north side of Hollywood Boulevard, from 6801 Hollywood Boulevard to the MTA Subway Station, be closed on June 25, 2002, from 12:00 noon to 4:00 am on June 26, 2002. (Pedestrian traffic will be diverted through the Hollywood and Highland Complex).
* Eastbound pedestrian traffic, on the north sidewalk of Hollywood Boulevard, will be diverted at the mid-block crosswalk to the south sidewalk of Hollywood Boulevard.
FURTHER MOVE that the Bureau of Street Services be directed to furnish the necessary traffic control devices, if needed, and these devices will be provided with the understanding that the sponsoring organization will pick up and return them to the Bureau, or reimburse the City for these services.
FURTHER MOVE that the Department of Transportation be directed to post "Temporary No Stopping" signs and provide traffic control personnel, as required.
FURTHER MOVE that the City Controller be requested to accept such funds from the Event Sponsor for deposit into the General Fund.
FURTHER MOVE that should unforeseen circumstances change the actual date of the Special Event, the aforementioned departmental instructions continue to apply.

Pedestrian traffic will be diverted through the Hollywood and Highland Complex. This walkway will be open intermittently, but should remain closed due to the breaking down of equipment.
Eastbound pedestrian traffic on the north sidewalk of Hollywood Boulevard. will be diverted at the crosswalks at Orange and Highland Avenues to the south sidewalk of Hollywood Boulevard.
Closure of mid-block crosswalk during limousine arrivals, 2:00 pm - 10:00 pm.
Cossette Productions has requested the ability to stage semis and possibly box trucks facing west along the north or south side of Hollywood Boulevard between La Brea and Orange Avenues on Tuesday, June 28, 2005 from 6:00 pm until 1:00 am on Wednesday, June 29, 2005. Trucks will be given a pass to put in their dash that identifies them as being part of the show. The loading dock coordinator, who will be stationed at Orange Drive and Orchid Place, will coordinate these trucks. Trucks will be called up to the dock as it becomes ready to receive them. Limited trucks will need access via Orange Drive to the loading dock possible during the show and immediately afterward for load-out (5:00 pm - 11:59 pm on June 29, 2005).
"Soft" closure of Orchid Place from Thursday, June 23rd through 5:00 pm Wednesday, June 29th.
FURTHER MOVE that the Bureau of Street Services be directed to furnish the necessary traffic control devices, if needed, and these devices will be provided with the understanding that the sponsoring organization will pick up and return them to the Bureau, or reimburse the City for these services.

The show will be taped in front of a live audience and then broadcast to millions of viewers across the country. The BET 25th Anniversary Event will directly benefit the City by continuing to showcase Los Angeles as the entertainment capital of the world.
The City has received a request to temporarily close certain streets, provide traffic control and declare the function a Special Event. Approval of this request will me an that an estimated $15,000 in fees and salary costs will be absorbed by the City. (Event Coordinator - Mary Pat Cantrell phone/818-769-9800; fax/818-255-9584).
THEREFORE MOVE that the "BET Awards" be declared a Special Event, and that all City departments be requested to waive all fees, costs, and requirements, except insurance.
