Resolution - WHEREAS, any official position of the City of Los Angeles with respect to legislation, rules, regulations or policies proposed to or pending before a local, state or federal governmental body or agency must have first been adopted in the form of a Resolution by the City Council with the concurrence of the Mayor; and
WHEREAS, the Southern California Committee for the Olympic Games (SCCOG) will submit a bid to host the 2016 Olympics that would give the City of Los Angeles its third Summer Games; and
WHEREAS, Los Angeles is the only American city to serve as Olympics host more than once, hosting both the Summer Olympics in 1932 and 1984; and
WHEREAS, Los Angeles is the first U.S. city to formally enter the race to become the U.S. Olympic Committee's nominee; and
WHEREAS, the United States Olympic Committee is expected to name its bid city by 2007, and the International Olympic Committee will make its selection in 2009; and
WHEREAS, adoption of this resolution can be seen as an important step in the City's promoting the effort to garner the 2016 Summer Olympics; and
NOW, THEREFORE, BE IT RESOLVED, with the concurrence of the Mayor, that by the adoption of this Resolution, the City of Los Angeles staunchly supports the Southern California Committee for the Olympic Games' bid to have the City of Los Angeles host the 2016 Olympic Summer Games. And, that it urges the United States Olympic Committee to select the City of Los Angeles as the U.S. Olympic Committee's Bid City and, that the International Olympic Committee select the City of Los Angeles as the host of the 2016 Olympic Summer Games.

3-23-07 - This day's Council session - Resolution - Parks Mover 2007 / Garcetti / LaBonge / Greuel / Hahn / Wesson, Jr. / Smith - WHEREAS, the Southern California Committee for the Olympic Games (SCCOG) has submitted a bid to host the 2016 Olympics that would give the City of Los Angeles its third Summer Games; and
WHEREAS, the SCCOG has submitted its plan to the United States Olympic Committee (USOC) for consideration to be the USOC's candidate to host the 2016 Olympic Games; and
WHEREAS, the United States Olympic Committee is expected to name its bid city by April 14, 2007, and the International Olympic Committee will make its selection in 2009; and
WHEREAS, the Los Angeles bid emphasizes Southern California's wealth of existing world-class sporting facilities, its strong travel and tourism infrastructure, its position as one of the great media capitals of the world and its close ties with the entertainment industry, which can be so important in a global event of the size and scope of the Olympic Games; and
WHEREAS, the City of Los Angeles staunchly supports the Southern California Committee for the Olympic Games' bid to have the City of Los Angeles host the 2016 Olympic Summer Games; and
WHEREAS, the City has authorized Los Angeles 2016 (the "Bid Committee"), a nonprofit corporation organized under the laws of the State of California to represent the City in its candidature to host the 2016 Olympic Games and the 2016 Paralympic Games (collectively, the "Games") and to serve as the Organizing Committee for the Olympic Games (the "OCOG") in the event that the International Olympic Committee (the "IOC") and the International Paralympic Committee (the "IPC") award the Games to the City; and
WHEREAS, in the event that the USOC selects Los Angeles as the U.S. Applicant City, the Bid Committee will be required to enter into various agreements and the City will also be required to enter into a 'Joinder Agreement' with the State of California to provide the United States Olympic Committee (the "USOC" ) various confirmations, acknowledgments and agreements; and
WHEREAS, action is needed to negotiate and approve such an agreement as a condition to the selection of Los Angeles for the 2016 Olympic Games;
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Los Angeles hereby authorizes the City Administrative Officer to negotiate and present for Council approval a Joinder Agreement with the State of California, in substantially the form of Exhibit A attached hereto, and any related Joinder document(s) in the event that the USOC selects the City as the U.S. Applicant City and subject to the approval of the City Attorney as to form and legality.

WHEREAS, action is needed to approve such a document as a condition to the selection of Los Angeles for the 2016 Olympic Games;
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Los Angeles hereby authorizes the Mayor and the President of the City Council to execute a 'Joinder Undertaking' including a 'Joinder Agreement' attached thereto as Exhibit A, to provide the United States Olympic Committee (the "USOC") various confirmations, acknowledgments and agreements relative to the 2016 Olympic Games, substantially in conformance with the drafts attached to this Resolution and subject to the approval of the City Attorney as to form and legality.
