Motion - The Lincoln Heights Neighborhood Council is hosting the Lincoln Heights Holiday Parade on December 17, 2005, 12:00 pm to 3:00 pm. The ceremony will include Annual Community parade and celebrations.
Council District One has received a request that the City provide certain services and declare this function a Special Event. Approval of this request will mean that an estimated $3,000 in fees and salary costs will be absorbed by the City. (Event Coordinator: Lupe Guillen: Phone: 323-227-1051; Fax: 323-222-1203).
THEREFORE MOVE that the "Lincoln Heights Holiday Parade" sponsored by Lincoln Heights Neighborhood Council be declared a Special Event; and, that the City departments be requested to waive all fees, costs, and requirements except insurance.
FURTHER MOVE that the event sponsor be directed to fulfill the insurance requirements of the City by contacting the Bureau of Street Services - Street Use Inspection Division 213-485-3711 to obtain and complete the necessary insurance forms, upon adoption of this motion by the City Council.
FURTHER MOVE that pursuant to Ordinance No. 150567 relating to temporary street closures, the following streets be closed on December 17, 2005, 9:00 am to 6:00 pm subject to the supervision of the Director of the Bureau of Street Services:
* Avenue 23 from Pasadena Avenue to Avenue 24
* Avenue 24 from Pasadena to Broadway
* North Broadway from Avenue 24 to Lincoln Park Avenue
* Lincoln Park Avenue from Broadway to Mission
* North Mission Road from Lincoln Park Avenue to Selig Street
FURTHER MOVE that the Bureau of Street Services be directed to deliver the necessary traffic control devices and be directed to provide pre and post street cleaning for the event.
FURTHER MOVE that the Department of Transportation be directed to post "Temporary No Stopping" signs and traffic personnel, if necessary.
FURTHER MOVE that should unforeseen circumstances change the actual dates or time for the Special Event, the aforementioned departmental instructions continue to apply.

* Closure of City Parking lot 658 at 216 South Avenue 24
FURTHER MOVE that the Bureau of Street Services be directed to furnish the necessary traffic control devices with the understanding that the sponsoring organization will pick up and return the barricades.
FURTHER MOVE that the Department of Transportation be directed to post "Temporary No Stopping" signs and traffic personnel, if necessary.
FURTHER MOVE that should unforeseen circumstances change the actual dates or time for the Special Event, the aforementioned departmental instructions continue to apply.
