Subject
Motion - The City currently prohibits parking during peak periods along busy streets and transit corridors to ensure that there is maximum roadway capacity for all vehicles during morning and evening rush hours. Unfortunately, motorists sometimes park in these restricted areas and almost everyone has experienced traffic congestion caused by a single vehicle blocking an entire lane. The City needs to get serious about enforcement and cracking down on traffic congestion. The current citation amount for a peak period violation is set at $65 and this does not seem to be a sufficient deterrent, particularly in light of the fine for parking in a bus zone ($265) and parking in a handicapped space without an appropriate placard ($330). The City should examine the current citation structure to ensure that the levels are appropriate and reasonable to help relieve vehicular congestion. This is a critical step towards relieving the chokehold that traffic has on the daily lives of the residents of Los Angeles.
THEREFORE MOVE that the City Council direct the Office of the Chief Legislative Analyst to work with the City Attorney and to report on the feasibility of increasing the existing peak hour restriction citations and/or establishing a new citation for parking violations during peak periods on the City's busiest streets and highest use transit corridors; and to provide recommendations on any new citation amount.

7-3-07 - This day's Council session - Motion - Zine Mover 2007 / Reyes - In November 2006, the Council adopted Ordinance 178091 which created Anti-Gridlock Zones throughout the City. The Department of Transportation defines these Zones as areas in which the weekday hourly traffic demand requires the removal of parking in the curb lane in order to add an additional, continuous lane for through traffic.
The Ordinance declares it unlawful for any person to park, stand or stop a vehicle in an Anti-Gridlock Zone other than for emergency repairs or activities authorized by the City. The Zones are in effect during select hours from 6 am to 7 pm on weekdays as indicated by Department of Transportation signs posted in each zone. If a vehicle is found in violation of the Ordinance, a $140 citation will be issued and the vehicle may be removed.
Currently, Saturdays and Sundays are exempt from these regulations as the hourly traffic demand on those days is reduced and the extra through lane is not needed. Similarly, the traffic demand is significantly decreased on Holidays as there is no rush hour. Therefore, the Department of Transportation should lift the Anti-Gridlock restrictions on those days as well. Council should instruct the Department of Transportation to report with a plan to make Holidays exempt from the Anti-Gridlock Zone restrictions and include in their report a cost estimate for the installation of new signs and identify a source of funds for the installation of such signs.
