VALLEY CULTURAL CENTER / 4TH OF JULY FIREWORKS SHOW AND CONCERT

Motion - The 3rd Council District and Valley Cultural Center are co-hosting a "4th of July Fireworks Show and Concert" on July 4, 2007 from 5:00 p.m. to 10:00 p.m., at Warner Ranch Park. Council District Three has received a request that the City provide certain services and declare this function a Special Event. Approval of this request will mean an estimated $15,000 in fees and salary costs will be absorbed by the City. (Event Coordinators: James Kinsey: 818-704-1358 and Jacque Vogel at 818-624-7323). THEREFORE MOVE that the "4th of July Fireworks Show and Concert", sponsored by the 3rd Council District and Valley Cultural Center, be declared a Special Event, and that the City departments be requested to waive all fees, costs, and requirements, except insurance. FURTHER MOVE that pursuant to Ordinance No. 150567 relating to temporary street closures, the following streets be closed on July 4, 2007, during the event, during the following times, subject to the supervision of the Director of the Bureau of Street Services: * Califa between Owensmouth and Topanga Canyon - from 5:00 a.m. to 10:00 p.m. * Vasser between Califa and Oxnard - from 5:00 a.m. to 10:00 p.m. * Owensmouth between Califa and Burbank - from 8:00 p.m. to 10:00 p.m. * Marylee between Owensmouth and Topanga Canyon - from 8:00 p.m. to 10:00 p.m. FURTHER MOVE that the Department of Transportation be directed to post "Temporary No Parking" signs on the following streets from 6:00 a.m. July 3, 2007 through 6:00 a.m. on July 5, 2007: * North and South sides of Califa between Topanga and Owensmouth * East and West sides of Owens mouth between Califa and Marylee * North side of Marylee between Owensmouth and Topanga Canyon * East and West sides of Vasser between Califa and Oxnard FURTHER MOVE that the Department of Transportation be directed to post "Temporary No Stopping" signs and provide traffic control personnel, as necessary. FURTHER MOVE that Department of Transportation Special Traffic Operations prepare a traffic plan prior to the event to ensure ingress and egress of traffic from designated parking areas after the fireworks show and concert. Further, that the Department of Transportation take all steps and provide all personal necessary to implement said plan on July 4, 2007. FURTHER MOVE that the Bureau of Street Services be directed to furnish the necessary traffic control devices. These devices will be provided with the understanding that the sponsoring organization will pick up and return them to the Bureau. FURTHER MOVE that should unforeseen circumstances change the actual date of the Special Event, the aforementioned department instructions continue to apply. OLD COUNCIL FILE 02-1371
