video on abandoned vehicles.

this abatement procedure for vehicles abandoned on public sts.
4. Req DOT to form a Task Force which shall include LAPD, Official
Police Garage System (OPG) representative, CAO & CLA to review and
report to Mayor & Ccl on the advisability of DOT contracting or
operating an abandoned vehicle tow service separate from Official
Police Garage system.
5. Direct CLA to seek sponsorship for amendments to the California
Vehicle Code as outlined in DOT rept.
6. Req Bd of Water & Power Comsnrs to approve a one - time abandoned
vehicle information mailing to be included in the water / electric
bill of DWP & if approved, rept to Mayor & Ccl on funding required.
7. Direct GM, DOT to req assistance of all City depts in identifying
and reporting public hazard abandoned vehicles

actions:
1) Recommend a franchise fee to be charged to each Official Police
Garage (OPG) which would recover the City's actual cost in accordance
with Vehicle Code Section 12110(b);
2) Rept to Ccl on the feasibility of implementing a selection process
for OPGs which includes a competitive bid of the towing & storage
fees charged to the public;
3. Rept to Ccl on the feasibility of establishing a fixed term for
each OPG designation which would be no longer than necessary to allow
for a fair return on investment.
