AD HOC COMT ON LOS ANGELES ZOO IMPROVEMENT

THEREFORE MOVE that the City Council take the following actions: 1. Request the formation of an Ad Hoc Committee on Zoo Improvement comprised of the Councilmember of CD 4, in which the Zoo is located, and the chairs of the relevant committees, AH&H and B&F. The duty of the Committee will be to consult with the leadership of Department of Recreation and Parks and the Zoo within 10 days to determine short term priorities to deal with the most urgent repair problems at the Zoo, identify needed funding and personnel, and proceed with the maintenance program The goal of the Ad Hoc Committee will be to launch an emergency maintenance and repair operation at the Zoo and to assist the Department of Recreation and Parks in preparing the Zoo for the upcoming AZA accrediation inspection 2. Transmit the Zoo Directors' Team Report to the Recreation and Parks Commission and request that the Commission immediately proceed with the recommended review by project architects and zoo staff of the bond priorities and implementation of the top priority items 3. Request the CLA and CAO to report to the City Council regarding reorganization to a "public - private partnership" operation of the Los Angeles Zoo and the roll of GLAZA in future Zoo operations

1. REMOVE the management and operational functions related to the Zoo from the Department of Recreation and Parks.
2. ESTABLISH the Zoo as a separate Council controlled Department of the City of Los Angeles by taking the following actions:
a. REQUEST the City Atty, with assistance of the CLA and the CAO, to prepare an Ord establishing the new Department of the Zoo with a General Manager designated as the head of the new Department.
b. ESTABLISH a five member Advisory Commission to advise the General Manager of the Department of Zoo regarding the management of the Zoo.
c. REQUEST the City Atty, with the assistance of the CLA and the CAO, to prepare an Ord establishing a separate enterprise fund to be known as the Zoo Enterprise Fund for the deposit and withdrawal of all funds to be provided to the new Department of the Zoo. These funds would include, but not be limited to, revenue received from GLAZA membership, fund raising, concessions, admission to the Zoo (paid attendance), and support from the General Fund.
d. REQUEST the City Atty, with assistance of the CAO, to prepare the necessary Personnel Ord to provide employment authority within the new Department of the Zoo.
e. INSTRUCT the Personnel Department to create a new position of GM, Zoo Department and INSTRUCT the CAO to recommend a salary for the specified position.
f. INSTRUCT the CAO with assistance of the CLA, to report back to the Mayor and Council on the number of positions and funds to be transferred from Department of Recreation and Parks to the new Department of the Zoo.
3. NEGOTIATE and REFORMULATE, with the mutual consent of both parties, the Amended and Restated Operating Agreement between the City of Los Angeles and the Greater Los Angeles Zoo Association, 1992, to state explicity:
a. The principal role that GLAZA will perform in assisting and aiding LA Zoo will be that of fund raising. GLAZA will be the primary, but not exclusive, fund raiser for LA Zoo.
b. The Department of the Zoo and GLAZA will mutually determine what other and/or additional services GLAZA will perform for the Zoo. These services will be detailed in separate sub-contracts.
c. All monies raised by or contributed to GLAZA will be deposited directly into the Zoo Enterprise Fund described in Rec 2 C of this Committee report.
d. GLAZA will retain a minimum amount of money received from membership revenues to be used for its own administrative costs in administering the fund raising and basic membership program.
4. NEGOTIATE and REFORMULATE, with mutual consent of both parties, the Concession Agreement between the City of Los Angeles and GLAZA, dated 2-12-81 to state that the City will be the primary administrator of all approved consessions operated for the benefit of Zoo visitors. The City will have the option of contracting with another organization or with GLAZA to perform certain activities which will be specifically stated in a sub-contract.
5. INSTRUCT, in the interim, until the new Department is established, the Zoo Director to prepare: (1) a comprehensive marketing plan and (2) a business support plan for the Zoo. The plans should include a description of the role to be performed by GLAZA, marketing and financial projections for the next five years, including but not limited to funds anticipated to be received from fund raising, admissions (paid attendance) at the Zoo, City General Fund, membership, grants, concession(s) & other commercial enterprise

a) AMENDS Section 4.61 of LAAC to assign the class of GM, Zoo Department (Code
9500) to General Salary range M-9.
b) Amends Section 4.321 of LAAC to add the class of GM, Zoo Department (Code
9500) to General Manager Merit Pay Plan.
3. AUTHORIZE the Department of the Zoo to employ such positions as contained in
the Proposed Detail of Positions and Salaries for the 1997-98 Fiscal Year, and
as shown in Attachment C, of the CLA report dated 6-5-97.
4. INSTRUCT the City Clerk to place on the Council agenda as soon as possible after 7-1-97, the following, subj to approval of the Mayor:
AUTHORIZE the Controller to transfer $37,000 from the Reserve Fund to the Unappropriated Balance and Appropriate therefrom to the Zoo Department, upon the establishment of the appropriate Zoo Fund and Account, for an additional position of Senior Gardener, Class Code 3143, in the Zoo Department.
5. INSTRUCT the Department of Recreation and Parks to continue the provide administrative support services while a MOU relative to the provision of such services is negotiated and signed by the Department of Recreation and Parks.
6. INSTRUCT the CLA, CAO and Department of Recreation and Parks to monitor and report back to Council within 1 year on what work has been done and the progress of the newly established Zoo Department and to recommend, what changes, if any are necessary.

9-23-97 - Ad Hoc Comt on Zoo Improvement Comt rept ADOPTED to TERMINATE the exiting operating contract between the City and GLAZA which is titled "Amended and Restated Operation Agreement between the City of Los Angeles and the Greater Los Angeles Zoo Association," and which was executed by the parties in 1992
APPROVE the reformulated contract between the City and GLAZA entitled "Operating Agreement by and between the City of Los Angeles a Municipal Corporation and the Greater Los Angeles Zoo Association, a California Nonprofit Corpration", dated July 1, 1997, which shall begin on the date of execution and expire twenty-five years from that date unless previously terminated or cancelled by the terms of the Agreement, subject to the approval of the City Atty as to form and legality approval of the reformulated Agreement includes approval of the amendments to the existing "Concession Agreement between the City and GLAZA" and which cover:
a. permission to subcontract approved Zoo concession by GLAZA;
b. extension of the current term of the contract by ten years; and
c. inclusion of a term which the Concession Agreement may terminate by either party without cause
3. AUTHORIZE the Zoo Director to execute the Operation Agreement on behalf of the City
