Motion - On May 10, 1996 the City l adopted Ordinance 171094 which authorized the establishment of a Citywide Business Improvement District Formation Assistance Trust Fund ("BID Trust Fund"), to be administered by the City Clerk. The fund was established to provide financial assistance to those Business Improvement District (BID) Proponent groups with no other source of City funding for conducting preliminary Business Improvement District (BID) formation activities.
The Central City East Association (C.C.E.A.) is in the process of establishing a BID to be named the Los Angeles Downtown Industrial District Business Improvement District. The proposed district encompasses eight (8) blocks within the boundaries of 3rd Street, 5th Street, Los Angeles and San Pedro Street. The proponent group has collected signatures from approximately 44% of the property owners within the district, in order to demonstrate a definite interest in creating this Business Improvement District (BID).
The Central City East Association (C.C.E.A.) is requesting, through the Councilmember of the 14th District access to the Business Improvement District (BID) Trust Fund in order to retain a consultant who will effectively solicit additional interest and collect petition signatures. The consultant will assist with the creation of the Business Improvement District (BID) District Management Plan, as required by state law; the cosultant will also serve to mediate problems and achieve consensus regarding budget development, work program elements and preliminary Business Improvement District (BID) advisory board selection and orientation. The Central City East Association (C.C.E.A.) estimates that approximately $40,000 will be required to complete the tasks necessary for the formation of this Business Improvement District (BID).
THEREFORE MOVE that access to the Business Improvement District (BID) trust fund be authorized in an amount of approximately $40,000 and not to exceed $75,000, and in accordance with the terms as specified in ordinance 171,094 and in the City Clerk report regarding use of the Business Improvement District (BID) Trust Fund. The funds will be used to retain a consultant and for related expenses associated with the information of the Los Angeles Downtown Industrial District. Funding sources other than the Business Improvement District (BID) Trust Fund are unavailable.(Hernandez / Alarcon)
FURTHER MOVE that the City Clerk be instructed to prepare the required contract with the Central City East Association (C.C.E.A.), or any other agency as appropriate, subject to approval of the City Attorney, and to take any other action which may be necessary to effect access to the Business Improvement District (BID) Trust Fund for the purpose stated above.
FURTHER MOVE that the Councilmember of the 14th District be authorized to execute
the contract on behalf of the City.
