Temporary Closing Manhattan Place, St Andrews, Grammercy and Wilton

Mo - The area bounded by Country Club Drive on the north, Western Avenue on the east, Pico Blvd on the south and Arlington on the west has become the site of numerous criminal activities. The problem has become so acute that the residents believe that the only way to deter the criminal activities which are taking place is to have gates installed. THEREFORE MOVE that the City Engineer be directed to prepare a report for consideration by the PW Comt and City Council on the feasibility of temporarily closing Manhattan Place, St. Andrews Place, Grammercy Place, and Wilton Place just north of Pico Blvd in accordance with Section 21101.4 of the State Vehicle Code. This is similar to a minor vacation and is categorically exempt under Article 7, Class 5(3) of the Los Angeles City guidelines for implementation of CEQA. FURTHER MOVE that if the closures are approved by the City Council, gates be installed satisfactory to the City Eng and the Fire Department and that keys to the gate locks be furnished to the Police and Fire Departments, Department of Public Works, and public utility companies upon their requests. All of the costs of the street closures will be paid by the affected property owners.

1. FIND this closure is categorically exempt from the California Environmental Quality Act of 1970 pursuant to Article VII, Class 5(3) of the City's Environmental Guidelines.
2. ADOPT the City Engineer report dated February 23, 1999, that Wilton Place, Gramercy Place and St. Andrews Place northerly of Pico Boulevard, shown on the sketch attached to the Council File, be temporarily closed pursuant to State Vehicle Code Section 21101.4 for a period of eighteen (18) months extendable for additional periods of eighteen (18) months upon Council approval, subject to the conditions contained therein.
3. ADOPT the accompanying RESOLUTION setting forth the FINDINGS and DETERMINATION that Wilton Place, Gramercy Place and St. Andrews Place northerly of Pico Boulevard, shown on sketch attached to Council File, be closed for a period of 18 months as a means of reducing continual criminal activities and will not affect access to adjacent properties or substantially adversely affect traffic flow, safety on adjacent streets or in surrounding neighborhoods, the operation of emergency vehicles or delivery of freight - Cat Exempt APPROVED
