10-25-00 - Council Action - Community and Economic Development Committee report ADOPTED *AS AMENDED to, SUBJECT TO THE APPROVAL OF THE MAYOR:
1. ADOPT the Workforce Investment Act (WIA) Annual Plan for 2000-2001 and supporting budget, and AUTHORIZE the General Manager, Community Development Department (CDD), or designee, to take all actions necessary for full implementation of the Plan.
2. AUTHORIZE the General Manager, Community Development Department, or designee, to develop and submit proposals for funding to any County, State, or Federal entity having funding available for workforce preparation and related activities. Examples include, but are not limited to, Department of Labor, Department of Commerce, Department of Education, Department of Justice, Governor's Workforce Investment Act (WIA) and Welfare to Work (WtW) Discretionary Funds, and funding under the Los Angeles County Long Term Family Self-Sufficiency Plan.
3. AUTHORIZE the General Manager, Community Development Department, or designee, to apply for and accept Rapid Response funds from the State of California.
4. AUTHORIZE the General Manager, Community Development Department, or designee, to issue Requests for Proposals (RFPs) or Requests for Qualifications (RFQs), and negotiate and execute contracts with the successful bidders, including sole source when appropriate, in accordance with the Workforce Investment Act (WIA) procurement policy (see Attachment O of Community Development Department's transmittal dated September 20, 2000 contained in the Council file) and subject to the approval of the City Attorney as to form and legality. Anticipated Requests for Proposals (RFPs) / Requests for Qualifications (RFQs) may include, but are limited to, the following:
Development of customer satisfaction criteria and methodology for measurement and conduct first year survey; training for Temporary Assistance to Needy Families (TANF) recipients to become child care providers; demonstration projects; development of evaluation methodology for contractors; Job Search Assistance for individuals about to be laid off; development and implementation of a pilot pre and post-release program for offenders; selection of financial institutions and other collaborators to develop and maintain Individual Development Accounts (IDAs); development of an electronic "Report Card" system; grants writing services; training and technical assistance for staff and service providers; assistance in coordinating and leveraging external resources; certification of staffing firms; researching existing Skills Certificates and development of a process for creating new industry recognized certificates; development of a One-Stop system for employers; specialized assessment; and development of a common cost accounting system.
5. DIRECT Community Development Department to report back on any amendments to the Workforce Investment Act (WIA) Annual Plan, including the reallocation of funds included in this Plan;
6. DIRECT Community Development Department to report back on the proposed breakdown of funds allocated for Technology Upgrades prior to any software and hardware purchases (see Item 2d(1) of the Annual Plan, page A-5 contained in the Council file).
7. AUTHORIZE the General Manager, Community Development Department, or designee, to negotiate and execute contracts and/or contract amendments as described in Attachment E2, F1, F2, and G of the Annual Plan contained in the Council file and subject to approval by the City Attorney as to form and legality, including:
City of Hawthorne (South Bay Workforce Investment Board) for Information Technology Agencys; Youth funding for the United Community Resource Agency (UCRA) and youth and adult funding for Community Build Incorporated; continued funding of Welfare to Work (WtW) providers listed in Attachment F (1) of Community Development Department transmittal dated September 20, 2000, contained in the Council file, in accordance with the Welfare to Work (WtW) Performance Evaluation Policy; continued funding of childcare training providers listed in Attachment F (2) Community Development Department transmittal dated September 20, 2000, with increased funding for Los Angeles Community College District (LACCD) - Harbor College to $594,000 and Los Angeles Community College District - Mission College to $400,000; Los Angeles County for Regional Marketing; purchase of equipment and training from C-TECH; purchase of assessment tools; Regents of the University of California at Los Angeles (UCLA) for continued training on industry clusters; Los Angeles Unified School District, East Los Angeles Skill Center, for a Technology Academy; Valley Economic Development Corporation for the period July 1, 2000 through December 31, 2000 for services to business customers; One-Stop Operators to increase funding for customized training; One-Stop Operators to provide staff support for First Source Hiring agreements; INFO Line to maintain and staff the "1-800-For A Job" phone line; successful bidders under the Round 3 Welfare to Work (WtW) Request for Proposal (RFP); and successful bidders under the Round 2 Requests for Proposal (RFP) for childcare training.
8. AUTHORIZE the General Manager, Community Development Department, or designee, to negotiate and execute amendments to the Welfare to Work (WtW) Local Plan, the One-Stop System Memorandum of Understanding between Partners to the City of Los Angeles Workforce Investment Act (WIA) One-Stop System, and the Workforce Investment Act (WIA) Five Year Plan, subject to the approval of the City Attorney as to form and legality.
9. AUTHORIZE the General Manager, Community Development Department, or designee, to accept and execute any unilateral Sub-Grant Agreements between the State of California and the City of Los Angeles or the Department of Labor and the City of Los Angeles, for Job Training Partnership Act (JTPA), Workforce Investment Act (WIA) or Welfare to Work (WtW) funds, subject to the approval of the City Attorney as to form and legality.
10. AUTHORIZE the General Manager, Community Development Department, or designee, to accept the Brownfields Training Demonstration Grant in the amount of $100,000, from the Environmental Protection Agency (EPA) and enter into a contract with Community Center, Inc. for the period September 1, 2000, through August 30, 2001 for the implementation of this grant, subject to the approval of the City Attorney as to form and legality.
11. APPROVE the following policies as contained in the Annual Plan:
a. Welfare to Work (WtW) Evaluation and Reallocation Policy.
b. Information Technology Agency Policy.
c. Definition of Self-Sufficiency.
12. AUTHORIZE the General Manager, Community Development Department, or designee, to enter into agreements for the use of facilities, subject to approval by the City Attorney as to form and legality.
13. RESOLVE that Employment Authority for the following two positions (previously authorized and funded under the Job Training Partnership Act (JTPA) Summer Youth Employment Program) within Community Development Department, from October 1, 2000 through June 30, 2001, IS APPROVED:

18. AUTHORIZE the Controller to:

22. INSTRUCT the General Manager, Community Development Department, or designee, to coordinate a meeting with the Workforce Investment Board (WIB) to address issues introduced by the Metropolitan Alliance letter contained in the Council file.

* Continue contract with Lee Dudley Solutions to provide support to the WIB Board;
* INFO Line to maintain and staff the "1-800-FOR-A-JOB" phone line and support to the Welfare-to-Work System;
* Intermediary organizations such as unions, trade associations, economic development corporations and other industry recognized organizations to provide training customized for industry clusters; and,
* Job search assistance contractors selected as a result of procurement conducted by the County of Los Angeles to provide services and workshops to individuals being laid off.
6. AUTHORIZE Community Development Department, under the direction of the Workforce Investment Board (WIB), to expend an amount not to exceed $9.1 million in Fiscal Year 2001-2002 to implement the technology master plan, which will:
* Develop a network plan for the One-Stop System's electronic infrastructure, which, at a minimum, standardizes network capability within buildings to "switched 100" and "Cat 5.";
* Conduct a study by Synergy to review City staffing levels to determine the appropriate level of City staff needed to support the proposed electronic infrastructure. Any requests for additional positions will be brought to the Workforce Investment Board (WIB), Mayor, and Council for consideration;
* Conduct a field investigation to identify existing hardware and software used throughout the One-Stop System and between the One-Stop System and both mandatory and voluntary partners;
* Develop a schedule for purchase of new and/or upgrade equipment for the entire system;
* Enter into an agreement with the City vendor to acquire, ghost, deliver, install, and to take all other necessary actions to transition the One-Stop System to full operational use of the newly purchased equipment. Desktop computers will be either Pentium III's or Pentium IV's as determined by the Workforce Investment Board based on needs as identified by the field inspection;
* Fund an accelerated completion of the ISIS applications;
* Fund applications identified by the technology deliverable in the business services implementation plan;
* Acquire, either off the shelf, or through in-house development, software applications to meet the needs of the system; and,
* Based on reports from Synergy, either contract for, and/or increases the City staffing levels (with approval as stated in (B) above), to ensure proper maintenance and technical support for the system.
7. AUTHORIZE the General Manager, Community Development Department, or designee, to negotiate and execute amendments to the Welfare to Work Local Plan, the One-Stop System Memorandum of Understanding between Partners and the City of Los Angeles Workforce Investment Act (WIA) One-Stop System, and the Workforce Investment Act (WIA) Five Year Plan, subject to the approval of the City Attorney as to form and legality.
8. AUTHORIZE the General Manager, Community Development Department, or designee, to accept and execute any unilateral Sub-Grant Agreements between the State of California and the City, or the Department of Labor and the City, for, Workforce Investment Act (WIA) or Welfare to Work Funds.
9. AUTHORIZE the General Manager, Community Development Department, or designee to accept the Governor's Fiscal Year 2000/2001 Workforce Investment Act (WIA) Discretionary Funds in the amount of $523,439 and enter into contracts with the Los Angeles County Probation Department, Los Angeles County Office of Education, and Community Build, Inc. to implement the Youth Offenders Program as described in the grant application, subject to the approval of the City Attorney as to form and legality.
10. ACCEPT and EXECUTE an agreement with the Los Angeles County Board of Supervisors in the amount of $200,000 for Fiscal Year 2000-2001 and an additional $200,000 for Fiscal Year 2001-2002 to coordinate services with the Los Angeles County Probation Department, subject to the review and approval of the City Attorney as to form and legality, and take all steps necessary for implementation.
11. AUTHORIZE the General Manager, Community Development Department, or designee, to negotiate and execute an amendment to Contract No. 100824 for audit services with Balbin & Company and Quezada, Godsey & Company, a joint venture, in an amount not to exceed $100,000 to perform fiscal reviews and audit related services and extending the contract to June 30, 2002, subject to the approval of the City Attorney as to form and legality.
12. AUTHORIZE additional mileage authorities to Boyle Heights and Watts Youth Opportunities Movement staff, as listed in Attachment G.3. to the Annual Plan contained in the Council file.
13. APPROVE the following policies as contained in the Annual Plan:
* Definition of "Under-Employment" for Youth (as approved by the Workforce Investment Board);
* Definition of "Credential" (Adult, Dislocated Workers, and Older Youth);
* Determination of "Demand Occupations" (as approved by the Workforce Investment Board);
* Welfare-to-Work Evaluation and Reallocation Policy-Revised (as approved by the Workforce Investment Board);
* One-Stop Certification Revised;

RESOLVE that the Employment Authority IS APPROVED for the following positions in the Community Development Department from July 1, 2001 through June 30, 2002, subject to review and approval by the Office of Administrative and Research Services (OARS) as to the appropriate paygrade, and subject to review and approval by the Personnel Department as to Civil Service classification, allocation and, if applicable, exemption, in accordance with City Charter Section 1001 (d)(4), the exempt positions identified below are appropriate for exemption based on the temporary grant-funded nature of the programs within which they will operate:

17. AUTHORIZE the Controller to establish receivables and accounts, transfer and decrease appropriations and expend funds upon presentation of documentation and proper demand of the General Manager, Community Development Department, or designee, according to the instructions as listed in the Office of Administrative and Research Services (OARS) recommendations No. 17 and 18 of its report dated June 4, 2001.
18. AUTHORIZE the General Manager, Community Development Department, or designee, to prepare additional Controller instructions relative to this report, including but not limited to, salaries for positions approved in the Position Authority Resolution, new positions approved herein, expense and equipment approved herein, and any technical adjustments, subject to the approval of the Office of Administrative and Research Services (OARS), and AUTHORIZE the Controller to implement the instructions.
19. AUTHORIZE the General Manager, Community Development Department, or designee, to transfer up to 20 percent of the Workforce Investment Act (WIA) Dislocated Worker Funds to Adult Funds;
Authorize the Community Development Department to implement appropriate portions of the Annual Plan immediately upon approval of Council and Mayor.
20. ACCEPT funding from the Department of Labor (DOL) if awarded, for a Youth Offender Demonstration Project and authorize implementation in accordance with the proposal submitted to Department of Labor.
21. AUTHORIZE the General Manager, Community Development Department, or designee, to accept $252,757 from the National School to Work Opportunities Act funds through the Los Angeles Unified School District (LAUSD) to continue the development of Industry and IT Consortia up to June 30, 2002, subject to the review and approval of the City Attorney, as to form and legality.
22. AUTHORIZE the General Manager, Community Development Department, or designee, to negotiate and execute contracts and/or contract amendments effective September 1, 2000 for contractual services up to a total amount of $261,038 (per Year Two Annual Plan Attachment BE (e)), contained in the Council file, to fund activities related to the continued development of Industry and IT Consortia up to June 30, 2002, subject to the review and approval of the City Attorney, as to form and legality.
23. AUTHORIZE the General Manager, Community Development Department, or designee, to incorporate the UNITE-LA budget in the Community Development Department's program year PAY 2000-2001 and PAY 2001-2002 budgets.
24. AUTHORIZE the General Manager, Community Development Department, or designee, to prepare additional Controller instructions relative to this grant, including but not limited to salaries for positions approved in the Position Authority Resolution, and expenses approved herein, and any technical adjustments necessary to facilitate the successful implementation of the development of Industry and Labor Consortia.
25. AUTHORIZE the General Manager, Community Development Department, or designee, to make any technical adjustments necessary to facilitate the successful implementation of the Annual Plan.

6-20-01 - This day's Council session - Motion - Svorinich, Jr. Mover 2001 / Hernandez - The U.S. Department of Labor (USDOL) awarded the Community Development Department (CDD) funding for job readiness training and subsidized work experience for high-risk, out of school youth between the ages of 14 and 24 years of age in the Donald J. Kulick Youth Opportunities Demonstration Project (Kulick Project). The U.S. Department of Labor has authorized an extension of the Kulick Project until December 31, 2001.
The Workforce Investment Board and the Community Development Department entered into an agreement with Community Build, Inc. (Contractor) to provide supportive services to participants of the Los Angeles Youth Opportunity Movement Grant program. The Community Development Department has identified savings in Kulick Project account that may be used to continue to provide supportive services to youth. Community Development Department request Council approval to amend the current agreement with Community Build, Inc. for the purpose of: (a) extending the term of the Agreement until September 30, 2001; and (b) increasing the funding level by $300,000.
THEREFORE MOVE that the City Council, subject to the approval of the Mayor:
1. Approve the contract amendment with Community Build, Inc. to provide subsidized work experience to 115 youth from the Watts empowerment zone.
2. Instruct the General Manager of Community Development Department, or designee to:
a. Prepare the amendments and incorporate this increase into Fiscal Year 2001-2002 Annual Plan (Council File 99-0646-S4) to implement this recommendation in accordance with the Fiscal Year 2001-2002 Annual Plan.
b. Submit a budget modification to the U.S. Department of Labor (USDOL) for the Kulick Project, and upon approval authorize the General Manager, or designee, to execute the modification.
c. Extend the length of the contract and the funding level for the contractor, subject to review as to form and legality by the City Attorney.
d. Prepare Controller instructions for any technical adjustments, subject to approval of the Office of Administrative and Research Services (OARS), and instruct the Controller to implement the instructions.
3. Authorize the Controller to expend a total of $300,000 by first utilizing the unexpended balances from Account Nos. L230 and N230 within the DJ Kulick Demo Project Fund No. 663 and the remaining funds needed from Account No. R403 within the Youth Opportunities Grant Fund No. 43Y, upon presentation of documentation and proper demand of the General Manager of Community Development Department, or her designee.
