DAY LABOR SITE IN CYPRESS PARK

Mo - In 1989, the City Council instructed the Community Development Dept (CDD) to develop a pilot prog to identify fixed sites at various locations throughout the City of Los Angeles as-needed in areas in which day laborers could solicit business. Since that time, the City of Los Angeles has set up five day laborer facilities in the communities of Harbor City (1989), No. Hollywood (1990), Hollywood (1997), West Los Angeles (1999), and Downtown Fashion District (1999). These facilities provide City sponsored designated locations other than street corners where day laborers may congregate to wait for work. These sites provide the most humane alternative for day laborers and their employers. Merchants, non-profit service providers, the Los Angeles Police Dept's (LAPD) Northeast Division,and local residents who work and live in the Cypress Park & Highland Park areas have expressed support for establishing a day labor site in Cypress Park in order to address the growing number of day laborers who congregate at several street corners in the area. The City should explore setting up another site in the Cypress Park area in response to the compelling need for such a facility. THEREFORE MOVE that the CDD be instructed to identify and present options for locating, funding, and providing staff for a day labor site in the Cypress Park area. FURTHER MOVE that the CDD be instructed to work with CD 1, the coalition for Humane Immigrant Rights of Los Angeles (CHIRLA), other appropriate City departments or agencies, and Cypress Park community representatives in order to address public safety concerns at affected street corners until such time as a site has been established in Cypress Park.

12-15-99 - C&ED Comt rept ADOPTED, subject to the approval of the Mayor, to:
1. AUTHORIZE the City Controller to establish a new account, transfer and appropriate $70,000 within the Urban Development Action Grant (UDAG) to an account to be established entitled Day Laborer Program line item in the Community Development Trust Fund No. 356 as follows:

2. AUTHORIZE the General Manager, Community Development Department (CDD), or designee, to amend the existing Contract No. 98594 and make any necessary changes with the Coalition for Humane Immigrant Rights of Los Angeles (CHIRLA) to start up and implement a Day Laborer site in CYPRESS PARK in Council District 1, for a total amount not exceed $70,000 of UDAG funds, subject to the approval of the City Attorney.
3. AUTHORIZE the General Manager, CDD, or designee, to extend the current Contract No. 98594 to June 30, 2000 to implement this program for a period of January 1, 2000 to June 30, 2000.
4. AUTHORIZE the General Manager, CDD, or designee, to prepare Controller instructions for any necessary technical adjustments and REQUEST the Controller to implement the instructions
