Motion - On March 5, 2002, the City Council adopted new procedures for processing street vacations, which require the adoption of a Rule 16 Motion to initiate street vacation proceedings. Under these new procedures, when a petitioner submits an application and a fee deposit to the Bureau of Engineering, the Chair of the Public Works Committee is required to introduce a motion for the purposes of assigning a Council File Number and initiating the investigation of the vacation.
G.H. Palmer Associates, owners of the property legally described as Lots 15 through 20, Block 2; and Lots 1 through 12 and Lots 17 through 25, Block 3; of the Park Tract, has submitted an application requesting to vacate Bunker Hill Avenue south from Cesar E. Chavez and the easterly 250' portion of Boston Street from Figueroa Street, located in Council District One (1). The petitioner has also submitted a fee deposit to cover the cost of processing the vacation proceedings.
Additionally, the adoption of the following recommendations does not constitute or imply approval of the vacation.
THEREFORE MOVE that upon adoption of this Motion, street vacation proceedings be initiated pursuant to California Streets and Highways Code, Division 9, Part 3, Public Streets, Highways and Service Easements Vacation Law.
FURTHER MOVE that the Bureau of Engineering be directed to investigate the feasibility of this vacation request.
FURTHER MOVE that the Bureau of Engineering present its report regarding the feasibility of vacating the requested area to the Public Works Committee.

5. AMEND Condition No. 13 in the City Engineer report dated February 18, 2005 to read:
That arrangements be made with the Los Angeles County Metropolitan Transportation Authority (MTA) for the guarantee of the relocation of the existing five-bus layover zone, during construction of the project and permanently, to a location close to the current bus layover zone (on Bunker Hill Avenue) in a manner that meets the requirements of the MTA. Before submitting proposed plans to the City for the relocation of MTA's existing five-bus layover zone, during construction of the project and permanently, the petitioner shall obtain the MTA's written concurrence that the proposed relocation meets the MTA's operational requirements. The new layover zone shall include a unisex restroom, to be maintained by the petitioner, within 625 feet of the southernmost bus-space in the layover zone.

12-1-06 - Council Action - *Amending Motion - Reyes Mover 2006 / Smith - ADOPTED - The Community Redevelopment Agency is developing the Cesar Chavez Transit Corridor Streetscape Plan as part of the Chinatown Redevelopment Project. The Streetscape
Plan seeks to promote a pedestrian- friendly environment, traffic calming measures for pedestrian safety and a healthy neighborhood, increasing the area's livability and "walkability." The Streetscape Plan calls for improvements, such as, wider sidewalks, enhanced crosswalk designs and countdown signals, to facilitate pedestrian linkages and the use of transit services.
In order to achieve the Plan's vision, the City Engineer's Report regarding a street
vacation request in connection with a related proposed mixed-use development should be amended to ensure that public improvements are consistent with the Cesar Chavez Transit Corridor Streetscape Plan.
THEREFORE MOVE that Item No. 26 on today's continuation agenda relative to a
City Engineer's Report in relation to the Bunker Hill A venue and Boston Street Vacation District (Council File No. 03-1183, VAC-EI400860) BE AMENDED as follows:
1. Delete Conditions No. 8a and 8d requiring roadway widening on, respectively, Figueroa Street and Cesar E. Chavez A venue.
2. Modify Conditions No. 15 to state: That the street lighting facilities be installed in compliance with the specifications of the Cesar Chavez Transit Corridor Streetscape Plan to the satisfaction of the Community Redevelopment Agency and as may be required by the Bureau of Street Lighting.
3. Modify Condition No. 16 to state: That street trees be planted and tree wells installed in compliance with the specifications in the Cesar Chavez Transit Corridor Streetscape Plan to the satisfaction of the Community Redevelopment Agency and as may be required by the Street Tree Division of the Bureau of Street Services.
4. Add the following condition: Install enhanced crosswalks at Cesar E. Chavez Avenue connecting the southwest and northwest corners of the Cesar E. Chavez Avenue I Bunker Hill A venue intersection and the southeast and northeast corners of Cesar E. Chavez A venue I Figueroa Street intersection, as illustrated in the Cesar Chavez Transit Corridor Streetscape Plan, to the satisfaction of the Community Redevelopment Agency.
5. Add the following condition: Install an enhanced crosswalk at Figueroa Street connecting the southwest and southeast corners of the Cesar Chavez Avenue I Figueroa Street intersection, as illustrated in the Cesar Chavez Transit Corridor Streetscape Plan, to the satisfaction of the Community Redevelopment Agency.
6. Add the following condition: Install a corner plaza at the southwest corner of the Cesar Chavez Avenue / Bunker Hill Street intersection to the satisfaction of the Community Redevelopment Agency - Findings ADOPTED - Mitigated Negative Declaration ADOPTED - Set for hearing JANUARY 17, 2007.
