CITY'S SPEED HUMP PROGRAM

Motion - In 1994, the Los Angeles Department of Transportation (DOT) initiated a Speed Hump program to reduce speeding on local streets. DOT's experience has shown that where a speeding problem exists on residential roadways, speed humps can lower speeds by approximately half a mile per hour. For this reason, speed hump requests grow each year. In FY 2002-03, 218 speed hump requests were received by the Department, which has increased to 818 requests in FY 2004-05. Currently, the program is funded at $330,000 annually, which will allow just under a hundred speed humps to be constructed. Communities must go through a multi-step process to have speed humps installed. If a speed hump is approved for a high priority location, it will take a minimum of 22 months before the speed humps are constructed. If it is determined that a speed hump is not a high priority, communities can wait several years before needed speed humps are constructed. Although the petition process was revised in 2005, it is crucial that a comprehensive evaluation of the entire program be conducted to ensure that the City is maximizing its resources. THEREFORE MOVE that the City Council direct DOT to report on the overall status of the City's Speed Hump Program, including, but not limited to, data on the success of speed humps in slowing traffic and improving pedestrian and vehicular safety in local neighborhoods; updates on any improvements to the petition process; the expected number of speed humps to be completed this fiscal year; anticipated annual expenditures; existing resource allocation; the current project prioritization process; and current community outreach efforts.
