Motion - In 1977, Dr. Cecil L. 'Chip' Murray was assigned to First African Methodist Episcopal Church, the oldest black church in Los Angeles. His new church family had 300 active members in 1977. They received his vision to set a fire in the hearts of his members to be a church that extends beyond the walls. The fire and spirit of love spread, and the congregation grew to 17,300 members. The ministry of the church fills the sanctuary with an awe-inspiring spiritual worship service and spills beyond the walls of the church with some 40 task forces that include health, substance abuse, homelessness emergency food and clothing, general and specialized housing, tutoring, entrepreneurial training, employment services and the like. The vision of First African Methodist Episcopal (AME) is a manifestation of Rev. Murray's 22+ years of ministry and leadership to carry out God's work. President George Bush named the First African Methodist Episcopal Church the 177th Point of Light for its courageous outreach in community services. The Hawthorne Shopping Plaza has included Dr. Murray in a sand sculpture as a tribute to African Americans who have overcome. George Washington Carver, Harriet Tubman, Phyllis Wheatley, Malcolm X, Martin Luther King. The story of struggles and triumphs of African Americans cannot be told without including the pastor of First African Methodist Episcopal Church, Los Angeles, Rev. Cecil L. 'Chip' Murray. In honor of Dr. Murray's contributions to the Los Angeles Community, it is appropriate that the City honor his legacy by naming the intersection near his beloved First African Methodist Episcopal Church as "Dr. Cecil L. 'Chip' Murray Square" to commemorate his retirement in September, 2004. THEREFORE MOVE that West 25 Street between South Hobart Boulevard and South Harvard Boulevard be named as "Dr. Cecil L. 'Chip' Murray Circle." FURTHER MOVE that the City Council direct the Department of Transportation to fabricate and install permanent ceremonial signs on West 25th Street between South Hobart Boulevard and South Harvard Boulevard "Dr. Cecil L. 'Chip' Murray Circle" in recognition of Dr. Murray's long-standing civic service to the City of Los Angeles. The Department of Transportation work with Councilmember Parks' Office to determine the appropriate sign location. FURTHER MOVE that these signs should be installed in conjunction with Dr. Murray's retirement in September, 2004. NEW COUNCIL FILE 07-0192

6-6-06 - This day's Council session - Motion - Parks Mover 2006 / Rosendahl - On August 18, 2004, the Council adopted a Motion (C.F. 04-1567), to honor the legacy of Dr. Cecil L. "Chip" Murray for Dr. Murray's contributions to the Los Angeles community, by naming an intersection near West 25th Street, between South Hobart Boulevard and South Harvard Boulevard, "Dr. Cecil L. 'Chip' Murray Square," near the First African Methodist Episcopal.
THEREFORE MOVE that the Council designate the intersection of West 25th Street and South Harvard Boulevard as "Dr. Cecil L. 'Chip' Murray Circle".
FURTHER MOVE that the Council direct the Department of Public Works, Bureau of Street Services to install a decorative landscaped traffic circle at the intersection of West 25th Street and South Harvard Boulevard to be named "Dr. Cecil L. 'Chip' Murray Circle" in recognition of Dr. Murray's long-standing civic service to the City of Los Angeles.
FURTHER MOVE that the following funds in the total amount of $157,000 from various funding sources be provided for this project, as follows:
1) Transfer and appropriate $82,001 from the Council District 8 portion of the Street Furniture Revenue Fund, Fund 43D, Department 50, to the following accounts within the Bureau of Street Services Fund 100, Department 86, as follows:
