2. AUTHORIZE the City Engineer to release the subject RFP.

10-14-05 - This day's Council session - Special 1 Motion - Parks Mover 2005 / Padilla - Pursuant to Council action on July 26, 2005, on August 2, 2005 the City released the L.A. for Kids Program Proposition K Request for Proposals (RFP) to identify eligible applicants and projects for Proposition K competitive grant funding in Fiscal Year (FY) 2006-2007 and 2007-2008 (Council File 05-1483). Proposals were due on September 30, 2005, 1:00 pm. It recently came to the attention of the L.A. for Kids Steering Committee (Steering Committee) that the submission deadline provided insufficient time for agencies to prepare and submit proposals, and that a number of proposals were received late and cannot be considered unless the period for submittal is reopened. Following its review of the matter, on Thursday, October 13, 2005, the Steering Committee recommended an extension of the RFP deadline to Friday, October 28, 2005 (1:00 pm). Council action is required to approve the extension of the RFP deadline.
The Proposition K competitive grant cycle only takes place once every two years and involves an extensive review process. Following this funding cycle, agencies will not have an opportunity to apply for Proposition K funding until FY 2007-2008. It is imperative that the City Council act immediately to reopen the RFP process in order to minimize delays to the 2006-2007 Proposition K Assessment and to allow sufficient time to review the proposals, while at the same time maximizing the number of projects to be considered for funding citywide.
THEREFORE MOVE that the Council determine, as provided in Section 54954.2(b)(2) of the Government Code, and pursuant to Rule 23 of the Rules of the City Council, that there is an immediate need to act on this matter and the need for action came to the attention of the Council subsequent to the posting of the agenda for today's meeting.
FURTHER MOVE that the Council instruct the City Engineer, to take the following actions relative to the Proposition K Request for Proposals (RFP) process:
1. Extend the application submission deadline of the Request for Proposals process to Friday, October 28, 2005 (1:00 pm);
2. Notify all eligible applicants of the previously submitted proposals of the time extension, and provide an opportunity for such applicants to supplement or amend their previously submitted proposals;
3. Post the time extension on the City's Proposition K RFP Website; and,
4. Notify all organizations who attended at least one of the mandatory Technical Assistance Meetings, of the extended deadline and of the opportunity to submit new proposals.
