BOYLE HEIGHTS MULTICULTURAL PARADE AND FESTIVAL

Motion - Operation YES, the Boyle Heights Chamber of Commerce and the Boyle Heights Neighborhood Council are sponsoring the "Boyle Heights Multicultural Parade and Festival" on October 23, 2005, from 12:00 Noon to 6:00 pm. Council District Fourteen has received a request that the City provide certain services and declare this function a Special Event. Approval of this request will mean that an estimated $5,659 in fees and salary costs will be absorbed by the City. (Event Coordinator: Robert Jimenez - 323/270-7346 and Fax No. 323/269-6937). THEREFORE MOVE that the "Boyle Heights Multicultural Parade and Festival" be declared a Special Event, and City departments be requested to waive all fees and costs, except insurance and application requirements. This action does not include the waiver of fees and costs that may be associated with the use of facilities under the jurisdiction of the Board of Recreation and Park Commissioners. FURTHER MOVE that the Event Sponsor be directed to fulfill the insurance requirements of the City by contacting the Bureau of Street Services - Street Use Inspection Division at 213/485-3711 to obtain, and complete, the necessary insurance forms, upon adoption of this Motion by the City Council. FURTHER MOVE that pursuant to Ordinance No. 150567 relating to temporary street closures, the following streets be closed on October 23, 2005, from 9:00 am to 2:00 pm, subject to the supervision of the Director of the Bureau of Street Services: * 4th Street between Indiana and Cummings FURTHER MOVE that the Bureau of Street Services be directed to furnish the necessary traffic control devices. These devices will be provided with the understanding that the sponsoring organization will pick up and return them to the Bureau, and remove any debris following this event. FURTHER MOVE that the Department of Transportation be directed to post "Temporary No Stopping" signs and provide traffic control personnel, if necessary. FURTHER MOVE that the Board of Public Works be requested to issue a "No-Fee" Banner Permit to the Boyle Heights Neighborhood Council for installation of 100 pole banners, and that these banners be permitted to be displayed for the period October 1, 2005, to December 31, 2005. FURTHER MOVE that should unforeseen circumstances change the actual date of the Special Event, the aforementioned departmental instructions shall continue to apply.

This event is open to the public and will consist of a parade and festival with free entertainment and informational booths.
Council District Fourteen has received a request that the City provide certain services and declare this function a Special Event. Approval of this request will mean that an estimated $4,118 in fees and salary costs will be absorbed by the City. (Event Coordinator: Robert Jimenez - 323/270-7346 and Fax No. 323/269-6937).
THEREFORE MOVE that the "Boyle Heights Multi-Cultural Parade and Festival" be declared a Special Event and City departments be requested to waive all fees, costs, except insurance and application requirements.

* St. Louis Street between 4th Street and Hollenbeck Drive
* 6th Street between Chicago Street and St. Louis Street
* 3rd Place between Indiana Street and 4th Street
FURTHER MOVE that the Bureau of Street Services be directed to furnish the necessary traffic control devices. These devices will be provided with the understanding that the sponsoring organization will pick up and return them to the Bureau, and remove any debris following this event.
FURTHER MOVE that the Bureau of Street Services be directed to sweep the streets following this event, and provide trash cans and liners.
FURTHER MOVE that the Department of Transportation be directed to post "Temporary No Stopping" signs and provide traffic control personnel, if necessary.
FURTHER MOVE that the City Council authorize the Chief Legislative Analyst, or his designee, to make technical corrections or clarifications as may be necessary to implement the intent of this Motion.
FURTHER MOVE that should unforeseen circumstances change the actual date of the Special Event, the aforementioned departmental instructions shall continue to apply.
