HAMILTON HIGH SCHOOL / SAFE PASSAGE PROGRAM

Motion - Receiving a solid education free of intimidation and fear is an opportunity that all Los Angeles youth must have. However, some students report being victims of armed robbery, harassment and intimidation, and other crimes as they move to and from campus. A Safe Passage Program can be instrumental in addressing these critical safety concerns and improving educational outcomes. The Safe Passage Program is a multi-agency partnership with the goal of providing a safe environment for students on specific streets, at bus stops and on bus lines immediately around the school two hours before arrival and two hours after dismissal. The program allows schools, law enforcement, and the community to pinpoint "hot spots" for gang and related trouble around campus, so that law enforcement agencies and others can respond to these challenges. There is an urgent need to establish a Safe Passage Program at Hamilton High School for the students of the 10th and 5th Council districts. Safe passage will ensure the safety of all young people around Hamilton High School and assure the residents that the City has the best interest of the community at heart. However, approximately $40,000 must be identified to start the program at this campus. If a Safe Passage Program had been in place last month, this may have deterred the murder of a student as she walked home from Hamilton High School. THEREFORE MOVE that the City Council instruct the City Administrative Officer and the Chief Legislative Analyst to identity funding for the development of a Safe Passage Program at Hamilton High School, similar to programs at campuses in other parts of the City.

11-22-06 - Council Action - Verbal Motion - Garcetti Mover 2006 / Hahn - ADOPTED - HEREBY MOVE that Council ADOPT the following recommendations of the Chief Legislative Analyst and City Administrative Officer (Item #68, CF 06-2343/06-1865/06-1 121) relative to establishing various Safe Passages Programs, SUBJECT TO THE APPROVAL OF THE MAYOR:
1. APPROVE the one-time use of $185,000 in 2005-06 General Fund savings from the L.A.
Bridges Program to establish the Safe Passages programs at Jordan High School, Hamilton High School, and with the Jefferson/Santee Safety Collaborative.
2. AUTHORIZE the General Manager, Community Development Department, or designee, subject to the approval of the City Attorney as to form and legality, and in compliance with all City contracting requirements thereof, to negotiate and execute the following:
a. Amendment to Agreement No. C-105782 with Toberman Settlement House, Incorporated, for administrative and operational responsibilities of the Safe Passages Program at Jordan High School, in the amount of $67,000 for nine months effective from the date of contract execution, and in substantial conformance with the Scope of Work as summarized in the attachment, attached to Council file.
b. Amendment to Agreement No. C-100032 with Community Build, Incorporated, for administrative and operational responsibilities of the Safe Passages Program at the following two sites:
1) Hamilton High School in the amount of $40,000 for 12 months effective from the date of contract execution, and in substantial conformance with the Scope of Work as summarized in the attachment.
2) Jefferson/Santee Safety Collaborative in the amount of $78,000 for 12 months effective from the date of contract execution, and in substantial conformance with the Scope of Work as summarized in the attachment.
3. AUTHORIZE the Controller to:
a. Decrease appropriations within Fund No. 551, General Fund-Various Programs, Account No. Y200, LA Bridges Program FY 05-06, in the amount of $67,000.
b. Establish new Account No. A206, titled Program - Jordan High School and appropriate $67,000 within Fund No. 551, General Fund-Various Programs.
c. Expend funds, subject to the availability of funding, upon presentation of documentation and proper demand of the General Manager, CDD, or designee.
d. Decrease appropriations within Fund No. 551, General Fund - Various Programs, Account No. Y200, LA Bridges Program FY 05-06, in the amount of $40,000.
e. Establish new Account No. A207, titled Safe Passage Program - Hamilton High School and appropriate $40,000 within Fund No. 551, General Fund - Various Programs.
f. Expend funds, subject to the availability of funding, upon presentation of documentation and proper demand of the General Manager, CDD, or designee.
g. Decrease appropriations within Fund No. 551, General Fund - Various Programs, Account No. Y200, LA Bridges Program FY 05-06, in the amount of $78,000.
h. Establish new Account No. A205, titled Safe Passages Program - Jefferson-Santee and appropriate $78,000 within Fund No. 551, General Fund - Various Programs.
i. Expend funds, subject to the availability of funding, upon presentation of documentation and proper demand of the General Manager, CDD, or designee.
4. AUTHORIZE the General Manager, CDD, or designee, to prepare Controller instructions for any necessary technical adjustments that are consistent with the Council and Mayor action on this matter, subject to the approval of the City Administrative Officer and AUTHORIZE the Controller to implement the instructions.
5. REQUEST the Gang Activity Reduction Strategy (GARS) Oversight Committee to work with City departments and make recommendations on establishing a Citywide policy on the Safe Passages Programs. The report back should incorporate the overall findings of the Advancement Project Gang Activity Reduction Strategy - Phase 3 report, anticipated in December 2006. The GARS Oversight Committee should identify City departments that may include in the City Attorney, Commission for Children Youth and Their Families, CDD, Mayor, Police Department, Transportation and Department of Recreation and Parks, which currently participate in Safe Passages Program activities, or programs with a similar focus. In addition, the report back should also include program names, sites, grade levels service and potential fund sources.
