Motion - THEREFORE MOVE that Department of Recreation and Parks Commissioners reevaluate the feasibility of arming Park Rangers. FURTHER MOVE that the CAO with the assistance of Department of Recreation and Parks describe the procedural requirements and estimate the cost to the City of arming all Park Rangers in the budget for 1995-96. FURTHER MOVE that this information be submitted to the City Council in writing within 30 days. SEE OLD CF 85-0235 & SUBS

1. ACCEPT the Memorandum of Agreement (MOA) between the Department of Recreation and Parks Park Rangers and the Police Department, as contained in the Departments' joint report to the Public Safety Comt Chair, dated October 27, 1997 (attached to Ccl File No. 95-0730-S1)
2. DIRECT the Department of Recreation and Parks and the Police Department to jointly:
A. Continue the Police Department's on-going training efforts to familiarize the Department of Recreation and Parks with Police Department forms and procedures
B. Maintain a monthly recap of park crime statistics gathered by both Departments, to be entered into the Police Department's COMPSTAT format for strategic planning in the new FASTRAC crime management model
C. Produce a roll-call training video tape explaining the respective and cooperative roles and responsibilities of the Park Rangers and the Police Officers as defined in the MOA and in Police Department Operations Order No. 3, February 26, 1997, which articulates a new park security vision that is founded in the philosophy of "taking back public spaces for the community to use."
D. Establish a "retake public places" philosophy and strategy
E. Expand community participation by identifying a Community Police Advisory Board (CPAB) representative per CPAB area to partner with the team of Park Rangers, Park Coordinator / Recreation Directors, and the Police Department for the purpose of representing their communities, increasing neighborhood participation in park safety, and to learn how government can work for them
F. Establish a Safe Park Coordination Team for each Police Department Geographic Area consisting of representative of the groups indicated above to help coordinate response to park problems and neighborhoods taking back their parks
G. Report to the Public Safety and Arts, Health, and Humanities Comts on March
2, 1998, relative to MOA implementation progress, including an analysis of its impact on crime in parks and park safety based on the new data collection process, measurable indicators of success, and recommendations for program improvements
3. DIRECT the Department of General Services to prioritize and expedite repairs and maintenance on Park Ranger vehicles
4. DIRECT the Departments of General Services and Recreation and Parks to develop a vehicle maintenance and repair status monitoring system to ensure all Ranger vehicles are in good working order and available for field duty
5. DIRECT the City Administrative Officer (CAO) to report to the Public Safety Comt, at its meeting to be held December 1, 1997, with a fiscal impact statement and recommendations relative to the Department of Recreation and Parks and the Police Departments proposal that Park Ranger vehicles be scheduled for replacement on a 5-year / 85,000 mile cycle, rather than on the current 10-year replacement cycle
6. CONCUR with the recommendations of the General Manager, Department of Recreation and Parks, the Board of Recreation and Parks Commissioners, the Chief of Police, and the Board of Police Commissioners, to not arm Park Rangers; and, further, DIRECT the Police Department and the Department of Recreation and Parks to continue operating under their current agreement while the Chief of Police conducts a preliminary examination of assimilating Park
Rangers into the Police Department and other options
7. DIRECT the Personnel Department to notify the Public Safety and the Arts, Health and Humanities Comts if any changes in the Park Ranger examination and selection process should occur that may delay Park Ranger hiring
8. DIRECT the Department of Recreation and Parks to gather data in conjunction with the Police Department, and report back in 60 days regarding park maintenance and programming needs to address the precise crime issues identified and problems in each park; for security planning, as well as for consideration by Ccl in the 1998-99 budget process
