Motion - The Real Property Trust Fund account provides funds at the discretion of each respective Council District Office for the funding of human service programs or assisting City departments with operating program funds. The Real Property Trust Fund account is administered by the City Clerk and all expenditures from the funds are authorized by the City Council.
There are various neighborhood groups, community groups and projects that provide services to the 14th Council District. These groups are of special benefit for the residents of the City and especially the 14th Council District. There are sufficient funds in the 14th Council District's Real Property Trust Fund to support and allocate funds to the following community service groups: Aztlan Running Group ($10,000); Barrio Action Youth and Family Center ($100,000); Boyle Heights Chamber of Commerce ($25,000); Roybal Youth and Family Center Computer Upgrade ($31,000) (East Los Angeles Community Corporation fiscal agent); Eagle Rock Chamber of Commerce ($25,000); Eagle Rock Community Preservation/Revitalization ($25,000); Eagle Rock Cultural Center ($125,00); Estrada Courts Resident Management Corporation ($100,000); Youth Opportunity Movement Community Fairs ($15,000) (Estrada Courts RMC fiscal agent); Roybal Youth and Family Center Van Purchase ($20,000) (Estrada Courts RMC fiscal agent); Greater Los Angeles Area Council on Deafness ($50,000); Glassell Park Improvement Association ($10,000); Hathaway Children and Family Services ($10,000); Hollenbeck Explorers ($5,000) (Hollenbeck Boosters fiscal agent); Northeast Explorers ($5,000) (Northeast Boosters fiscal agent); Central Explorers ($5,000) (Northeast Boosters fiscal agent); Highland Park Neighborhood Council ($50,000) (Historic Highland Park fiscal agent); Jovenes Inc. ($25,000); Girls Today Women Tomorrow ($10,000) (Los Angeles Community Conservation Corp fiscal agent); Library Foundation ($50,000); National Association of Latino Elected Officials ($50,000); Operation Y.E.S. ($50,000); Proyecto Pastoral ($50,000); Azteca Fire Crew ($20,000) (Public Health Foundation Enterprises Inc. fiscal agent); Ramona Gardens Resident Advisory Committee ($10,000); Salvadoran American National Association ($24,000); Search to Involve Philipino Americans ($100,000); Stevensen Middle School ($10,000); TELACU Talent Search ($20,000); Wilson High School ($20,000); Wolf Pack Team ($20,000); Women's 20th Century Club ($25,000); and East Los Angeles Sharks Swim Team ($10,000) (YMCA - Boyle Heights fiscal agent).
THEREFORE MOVE that the City Council authorize the City Clerk to administer the allocation of funds to the above referenced groups and enter into contractual agreements or departmental transfers as necessary; and
FURTHER MOVE that $15,000 in the Council District Fourteen (14) Real Property Trust Fund No. 696 be transferred to el Pueblo De Los Angeles Fund 737 - Department 33 to serve as fiscal agent for the Eugene Obregon Veterans Memorial at el Pueblo.

2-25-04 - This day's Council session - Motion - Villaraigosa Mover 2004 / Weiss - The General City Purposes (GCP) portion of the 2003 - 2004 City Budget provides funds for community services in each Council District.
There is a great need for additional funding to support community services in Council District Fourteen. This effort is of special benefit for the residents of the City and for Council District Fourteen and deserves financial assistance from the City.
Sufficient funds are available in the Council District Fourteen Real Property Trust Fund which can be transferred to the Council District Fourteen a sub-account of the Council District Community Services line item in the General City Purposes portion of the 2003 - 2004 budget for this purpose.
THEREFORE MOVE that, subject to the approval of the Mayor, the balance of all allocations made under Council File 03-1176 for which there are no executed contracts, in the Council District Fourteen Real Property Trust Fund No. 696 be transferred to the General City Purposes Fund No. 100-56, Account No. 0714 (Council District Fourteen Community Services) for additional funding and support of neighborhood and community services efforts in Council District Fourteen; and that the City Clerk be instructed and authorized to suspend further efforts to process those allocations inasmuch as the funds will be now utilized for more urgent needs in Council District Fourteen (14).

2-24-06 - This day's Council session - Motion - Huizar Mover 2006 / Parks - MOVE that the Council approve the extension of a contract with the Glassell Park Improvement Association utilizing Council District 14 Real Property Trust Funds, originally approved under Council File No. 03-1176 (Contract No. C-105138) in the amount of $10,000, for an additional period ending June 30, 2007 and that the City Clerk be instructed and authorized to prepare, negotiate and execute any necessary documents for this purpose, subject to the approval of the City Attorney as to form and legality, if needed.
FURTHER MOVE that the City Clerk be authorized to make any technical corrections or clarifications to the above instructions in order to effectuate the intent of this Motion.
