8-1-03 - This day's Council session - Motion - Villaraigosa Mover 2003 / Smith - On August 13, 2002, the City Council adopted Resolutions establishing Temporary Preferential Parking District Nos. 72, 84 and 93 in Council District Four; No. 86 in Council District Eight; No. 94 in Council District Eleven; and Nos. 83 and 100 in Council District Thirteen. These seven temporary preferential parking districts were established pursuant to Los Angeles Municipal Code Section 80.58.d to address excessive parking impacts affecting fewer than six blocks and from which the Councilmember having jurisdiction believed the residents deserved immediate relief. All seven temporary preferential parking districts were authorized for a 12-month period ending August 12, 2003. Pursuant to Los Angeles Municipal Code (LAMC) Section 80.58.d, a temporary preferential parking district may be renewed on an annual basis by Resolution until either a permanent solution is found for the parking problem at the location or the problem ceases to exist.
No permanent solution has been found yet for the parking problem in each of these Temporary Districts, and the problems still exist. Therefore, at the suggestion of several Council Offices, the Department of Transportation has formed a Preferential Parking Task Force consisting of Department staff and staff of Council Districts Four, Five, Eleven and Thirteen. This Task Force is investigating ways to address the need to establish permanent preferential parking districts in areas of fewer than six blocks whose residents are experiencing continuing excessive parking impacts for which no permanent solution has been found.
The four Councilmembers representing Preferential Parking District Nos. 72, 83, 84, 86, 93, 94 and 100 have requested that each of their respective Temporary Districts be renewed for 12 months to continue to provide parking relief to the residents while the Preferential Parking Task Force continues to work on defining eligibility criteria for the establishment of permanent preferential parking districts of fewer than six blocks.
THEREFORE MOVE, that the City Council FIND that an excessive parking impact affecting fewer than six blocks continues to exist, from which the residents deserve immediate relief, in Temporary Preferential Parking District No. 72.
FURTHER MOVE, that the City Council FIND that the renewal of Temporary Preferential Parking District No. 72, pursuant to Los Angeles Municipal Code Section 80.58.d, is exempt from the California Environmental Quality Act (CEQA) under the General Exemption (Article II, Section I of the 2002 Los Angeles City California Environmental Quality Act Guidelines).
FURTHER MOVE, that the City Council PRESENT and ADOPT the attached Resolution renewing Temporary Preferential Parking District No. 72, pursuant to Section 80.58.d of the Los Angeles Municipal Code.
