3. PRESENT and ADOPT the accompanying ORDINANCE, approved by the Director of Planning, as follows: changing the zones from PF-1 to [Q]C4-2-0 for Subarea 130A; from PF-1-0 to [Q]C2-2-0 for Subarea 130A and to [Q]CM-2-0 for Subarea 130B and to change the [Q] conditional uses be restricted to educational, hospital, medical office, parking and related uses; from PF-1 to M2-1 for Subarea 780; from PF-1 to C2-1 for Lot NE1/4 Sec 20 T2SR13W of Subarea 780; and, from PF-1 to C4-1 for Subarea 1180 all located within the Southeast Los Angeles Community Plan.
Said rezoning shall be subject to the [Q] Qualified classification zone limitations as shown on the sheet(s) attached to the Committee report.
4. ADVISE the applicant of "Q" Qualified classification time limit as described in the Committee report.
5. INSTRUCT the City Planning Department to update the Southeast Los Angeles Community Plan and appropriate maps pursuant to this action - Findings ADOPTED - Resolution ADOPTED - Ordinance ADOPTED

8-16-06 - This day's Council session - Motion - Perry Mover 2006 / Parks - WHEREAS, there have been several motions since the adoption of the South and Southeast Los Angeles Community Plan Revision (CPR) to address land use and zoning inconsistency in these areas; and
WHEREAS, Council has adopted several Interim Control Ordinances, covering 10 major corridors in the South Los Angeles Community Plans, and a number of [Q] Development standards to temporarily address the incompatible land use and environmental impacts resulting from the over-concentration of auto related, recycling, junk yards and other similar uses.
WHEREAS, the south and southeast Los Angeles communities contain a significant amount of industrial zoned properties and a marked presence of residential/industrial conflicts resulting from industrial zoned properties located immediately adjacent to sensitive uses, such as schools and residential properties; and
WHEREAS, the call for programs and policy intervention that would balance the need to preserve valuable industrial properties while addressing the need for increased demand for housing is a good public policy; and
WHEREAS, the existing Metro Blue Line Light Rail and the proposed Exposition Light Rail present opportunities to study potential sights for Transit Oriented Developments (TODs) and promote mixed use corridors in the Southeast and South Los Angeles Community Plan Areas; and
WHEREAS, the Community Plan Update presents opportunities to take a comprehensive look at all land use issues and propose appropriate planning tools to enhance the quality of life in these community plan areas; and
WHEREAS, it is the Department of City Planning policy to consider updating community plans within five years after their adoption dates to identify and redefine outdated land use issues and inconsistent zoning, and review policies and programs requests; and
WHEREAS, the Southeast Los Angeles (SELA) Community Plan and the South Los Angeles Community Plan were updated more than 5 years ago, on March 22, 2000;
THEREFORE MOVE, that the City Council:
1. Instruct the Department of City Planning to initiate Community Plan Updates for the South and Southeast Los Angeles Community Plans, and to secure all required environmental clearances in compliance with the California Environmental Quality Act (CEQA), the State and the City Guidelines, respectively.
